Abstract

Pekerjaan konstruksi memerlukan perencanaan yang matang agar memberikan hasil yang sesuai harapan. Proyek yang akan menjadi objek dalam Tugas Akhir ini adalah Proyek Manyar Smelter Desalination Plant. Berlokasi di kawasan Java Integrated Industrial and Port Estate (JIIPE), Kab. Gresik, Jawa Timur. Nantinya bangunan proyek ini akan berfungsi untuk pengawargaraman air laut atau mengurangi kadar garam berlebih agar air laut tersebut dapat digunakan untuk supply air pada smelter. Proyek ini direncanakan akan selesai dengan durasi pengerjaan selama 18 bulan, dimulai pada Juni 2022 sampai November 2023. Pada bulan Februari, progres proyek adalah 50,12% sedangkan progres rencananya adalah 57,64%. Berdasarkan hal tersebut, Tugas Akhir ini bertujuan untuk mempercepat durasi proyek agar tidak mengalami keterlambatan. Untuk mempercepat durasi, maka dilakukan optimasi waktu dan biaya digunakan metode Time Cost Trade Off dan Linear Programming. Secara umum dasar metode TCTO adalah mengganti waktu dengan biaya. Skenario crashing yang digunakan adalah penambahan jam kerja atau lembur selama 4 jam per hari. Skenario ini dipilih karena paling memungkinkan untuk diterapkan pada proyek tersebut. Selain itu biaya yang dikeluarkan cenderung lebih ekonomis dibanding dengan skenario lain seperti penambahan pekerja dan alat. Agar hasil yang diperoleh optimum, crashing dilakukan pada item pekerjaan yang berada di lintasan kritis dengan nilai slope cost terkecil. Penentuan waktu crashing agar menghasilkan durasi dan biaya yang optimum adalah dengan analisis Linear Programming. Iterasi dilakukan dengan metode Linear Programming. Iterasi menggunakan Linear Programming menggunakan persamaan matematika yang sederhana sehingga mudah diterapkan dalam analisis. Beberapa tahapan untuk mengoptimasi waktu dan biaya dengan metode Time Cost Trade Off dan Linear Programming yaitu: 1. Menganalisis aktivitas pekerjaan sisa, 2. Menyusun network planning, 3. Menganalisis lintasan kritis, 4. Melakukan optimasi dengan metode TCTO dan LP. Hasil analisis dari metode tersebut dapat dipercepat sehingga proyek selesai pada tanggal 21 Oktober 2023, dan biaya total sebesar Rp183.400.856.462.

Construction work requires careful planning in order to deliver results as expected. The project that will be the object of this Final Project is the Manyar Smelter Desalination Plant Project. Located in the Java Integrated Industrial and Port Estate (JIIPE) area, Kab. Gresik, East Java. Later this project building will function to desensitize seawater or reduce excess salt content so that the seawater can be used to supply water to the smelter. This project is planned to be completed with a duration of 18 months, starting in June 2022 until November 2023. In February, the project progress was 50.12% while the planned progress was 57.64%. Based on this, this Final Project aims to speed up the duration of the project so as not to experience delays. To speed up the duration, time and cost optimization is carried out using the Time Cost Trade Off and Linear Programming methods. In general, the basis of the TCPO method is to replace time with costs. The crashing scenario used is the addition of working hours or overtime for 4 hours per day. This scenario was chosen because it is most likely to be applied to the project. In addition, the costs incurred tend to be more economical compared to other scenarios such as adding workers and tools. In order to obtain optimum results, crashing is carried out on work items that are on the critical path with the smallest slope cost value. Determination of crashing time in order to produce optimum duration and cost is by Linear Programming analysis. Iteration is done by Linear Programming method. Iteration using Linear Programming uses simple mathematical equations so that it is easy to apply in analysis. Several steps to optimize time and costs using the Time Cost Trade Off and Linear Programming methods are: 1. Analyzing remaining work activities, 2. Developing network planning, 3. Analyzing critical paths, 4. Performing optimization using the TCTO and LP methods. The results of the analysis from this method can be accelerated so that the project is completed on October 21, 2023, and the total cost is IDR 183,400,856,462.
