Abstract

Pemimpin masyarakat dapat berperan sebagai agent of change dan champion of innovation dalam pembangunan desa. Kepala Desa berperan dalam menggerakkan dan mengarahkan masyarakat untuk menuju ke arah yang lebih baik agar dapat meningkatkan kualitas hidup masyarakat. Selain itu, pemimpin juga dapat berperan dalam menumbuhkan inovasi yang berintegritas dalam dirinya maupun masyarakatnya. Penelitian ini terkait peran kepemimpinan masyarakat dan strategi ‘participatory development’ dalam pengembangan Wisata Alam Setigi di Desa Sekapuk, Kecamatan Ujungpangkah, Kabupaten Gresik, Provinsi Jawa Timur. Oleh karena itu penelitian ini bertujuan untuk mengetahui dan menganalisis peran pemimpin, strategi ‘participatory development’, kendala yang dihadapi dan dampak keberhasilan peran serta strategi ‘participatory development’ pemimpin Desa Sekapuk terhadap pembangunan Wisata Alam Setigi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan fenomenologi. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi langsung, wawancara dan studi literatur. Teknik penentuan informan yang digunakan dalam penelitian ini adalah purposive sampling. Peneliti menggunakan metode analisis data kualitatif yang mengacu pada model Miles dan Huberman, melalui tiga tahap yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa di dalam mengembangkan Wisata Alam Setigi, Kepala Desa berperan sebagai pendidik, mediator konflik, komunikator, integrator dan stabilisator masyarakat. Kendala Kepala Desa dalam mengembangkan Wisata Alam Setigi meliputi, kendala keberagaman masyarakat, kendala ekonomi dan kendala friksi dengan kelompok masyarakat kontra. Dampak dari peran pemimpin masyarakat dalam mengembangkan Wisata Alam Setigi meliputi, dampak ekonomi, dampak sosial, dampak lingkungan fisik dan dampak Indeks Desa Membangun (IDM). Diharapkan penelitian ini dapat menjadi referensi terkait peran pemimpin dan strategi ‘participatory development’ dalam pengembangan desa wisata.

Community leaders can act as agents of change and champions of innovation in village development. The Village Head plays a role in mobilizing and directing the community to move in a better direction in order to improve the community's quality of life. In addition, leaders can also play a role in fostering innovation with integrity within themselves and their communities. This research is related to the role of community leadership and the 'participatory development' strategy in the development of Setigi Nature Tourism in Sekapuk Village, Ujungpangkah District, Gresik Regency, East Java Province. Therefore this study aims to identify and analyze the role of the leader, the 'participatory development' strategy, the obstacles encountered and the impact of the role and strategy of the 'participatory development' strategy of the leaders of Sekapuk Village on the development of Setigi Nature Tourism. The method used in this study is a qualitative method with a phenomenological approach. Data collection techniques used in this study were direct observation, interviews and literature studies. The informant determination technique used in this study was purposive sampling. The researcher uses a qualitative data analysis method that refers to the Miles and Huberman model, through three stages, namely data reduction, data presentation and drawing conclusions. The results of the study show that in developing Setigi Nature Tourism, the Village Head acts as an educator, overcome conflict, communicator, integrator and community stabilizer. Obstacles for the Village Head in developing Setigi Nature Tourism include, constraints on community diversity, economic constraints and frictional constraints with opposing community groups. The impacts of the role of community leaders in developing Setigi Nature Tourism include economic impacts, social impacts, physical environmental impacts and the impact of the Village Development Index (IDM). It is expected that this research can become a reference regarding the role of leaders and 'participatory development' strategies in the development of tourist villages.
