Abstract

Fasilitas komersial merupakan sektor penting dalam ekonomi nasional yang berkontribusi signifikan terhadap pertumbuhan ekonomi di Kota Surabaya. Fasilitas komersial mencakup berbagai jenis usaha seperti pusat perbelanjaan, pasar, restoran, hotel dan lain sebagainya. Peningkatan jumlah fasilitas komersial juga memunculkan berbagai tantangan dan masalah, seperti meningkatnya timbulan sampah sejenis sampah rumah tangga. Akibat peningkatan jumlah timbulan sampah yang dihasilkan, Pemerintah Kota Surabaya menerbitkan Peraturan Walikota Surabaya No. 16 Tahun 2022 tentang Pengurangan Penggunaan Kantong Plastik guna menekan angka timbulan sampah di Kota Surabaya. Tujuan penelitian ini adalah untuk mengukur dan mengkaji aspek teknis dan aspek peran pelaku usaha dalam pengelolaan sampah sejenis sampah rumah tangga yang dihasilkan dari fasilitas komersial yang ada di Kota Surabaya, khususnya di Kecamatan Sukolilo. Penentuan wilayah penelitian dilakukan dengan metode stratified random sampling dengan memperhitungkan area layanan dan kepadatan penduduk. Fasilitas komersial yang akan dikaji dalam penelitian ini yaitu Pertokoan, Pasar, Supermarket, Minimarket, dan Restoran. Pengukuran aspek teknis seperti timbulan, komposisi, dan densitas mengacu pada SNI 19- 3964-1994. Sistem pengumpulan sampah ditentukan dengan pengamatan langsung di lapangan dan mewawancarai petugas pengumpul sampah. Sementara peran pelaku usaha dikaji berdasarkan aspek pengetahuan, aspek sikap, dan aspek partisipasi pelaku usaha dalam mereduksi dan mengelola sampah yang dihasilkan. Pengumpulan data peran pelaku usaha dilakukan melalui penyebaran kuesioner dan dianalisis menggunakan metode Skala Likert, Uji Validitas dan Reliabilitas. Hasil penelitian menunjukkan bahwa timbulan total sampah sejenis sampah rumah tangga dari fasilitas komersial di Kecamatan Sukolilo yaitu 4.589 kg/hari. Komposisi sampah terbesar secara umum berupa sampah dapat dikomposkan sebesar 70,58%. Sampah sejenis sampah rumah tangga dapat direduksi di sumber sebesar 4,94%. Sistem pengumpulan sampah sejenis sampah rumah tangga di fasilitas komersial Kecamatan Sukolilo menggunakan pola individual tidak langsung dengan wadah non permanen dan menggunakan dua jenis alat pengumpul yaitu gerobak sampah dan gerobak sampah ditarik motor sebanyak 1 ritasi per hari. Secara keseluruhan, mayoritas pelaku usaha dari fasilitas komersial mengetahui dan bersikap setuju terhadap pengelolaan sampah dan mereduksi sampah, namun berperilaku jarang dalam melakukan partisipasi.

Commercial facilities are an important sector in the national economy that contributes significantly to economic growth in the city of Surabaya. Commercial facilities cover various types of businesses such as world centers, markets, restaurants, hotels and so on. The increase in the number of commercial facilities also raises various challenges and problems, such as the increase in the generation of household waste. As a result of the increasing amount of waste generated, the Surabaya City Government issued Surabaya Mayor Regulation No. 16 of 2022 concerning Reducing the Use of Plastic Bags to reduce the amount of waste generation in the City of Surabaya. The purpose of this study was to measure and examine the technical aspects and aspects of the role of business actors in the management of household-type waste generated from commercial facilities in the city of Surabaya, especially in the District of Sukolilo. The area determination research was carried out using the stratified random sampling method taking into account the service area and population density. The commercial facilities that will be studied in this study are shops, markets, supermarkets, minimarkets and restaurants. Technical measurement aspects such as generation, composition, and density refer to SNI 19-3964-1994. The waste collection system is determined by direct observation in the field and by interviewing waste collectors. While the role of business actors is studied based on aspects of knowledge, attitudes, and participation aspects of business actors in reducing and managing the waste they produce. Data collection on the role of business actors is carried out by distributing questionnaires and analyzed using the Likert Scale, Validity and Reliability Test methods. The results showed that the total generation of household waste from commercial facilities in Sukolilo sub-district was 4,589 kg/day. In general, the largest composition of waste is compostable waste at 70.58%. Household-like waste can be reduced at the source by 4.94%. The garbage collection system is similar to household waste in commercial facilities in Sukolilo District using an indirect individual pattern with non-permanent containers and using two types of collection devices, namely wheelbarrows and wheelbarrows pulled by a motorbike, 1 cycle per day. Overall, the majority of business actors from commercial facilities know and agree with the agreement on waste management and waste reduction, but rarely behave in partitioning.
