Abstract
Perguruan Tinggi (PT) dituntut untuk meningkatkan efektivitas dan efisiensi operasional dalam kegiatan pengajaran, penelitian dan pengabdian kepada masyarakat serta fokus pada pelanggan. Metodologi yang dapat dikembangkan dan digunakan adalah Lean Six Sigma (LSS). LSS banyak diimplementasikan di industri manufaktur dan jasa. Sejauh ini, adaptasi LSS dilakukan sebagian besar hanya secara parsial dan fokus pada pengurangan pemborosan dibandingkan pada pendekatan secara menyeluruh. Dalam penelitian ini dikembangkan Lean Six Sigma Framework for Higher Education (LSSF – for HEdu) di PT secara komprehensif yang dapat meningkatkan efektivitas dan efisiensi PT. Framework yang dikembangkan terdiri dari sub-framework transformasi Voice of Customer menjadi prioritas perbaikan aktivitas proses bisnis, sub-framework prioritas pengurangan pemborosan, sub-framework analisis Critical Success Factor (CSF) pengembangan LSS dan sub-framework analisis tingkat kesiapan pengembangan LSS. Dalam pengembangan framework transformasi Voice of Customer menjadi prioritas rencana perbaikan menggunakan metode Fuzzy dan House of Risk (HOR). Metode yang digunakan untuk menentukan prioritas pengurangan pemborosan adalah metode Fuzzy dan Critically Level of Waste (CLoW). Sedangkan metode Fuzzy Total Intrepretive Structural Methods dan Matriced’ Impacts Croise´s Multiplication Applique´ea´un Classement (MICMAC) digunakan untuk menganalisis Critical Success Factor (CSF) dalam pengembangan LSS. Sementara itu untuk menganalisis tingkat kesiapan pengembangan LSS menggunakan metode skala Likert, metode Fuzzy dan Importance Performance Analysis. Framework yang dikembangkan telah dapat digunakan dalam studi kasus di sebuah universitas swasta di Surabaya Jawa Timur. Framework dapat digunakan oleh pimpinan PT sebagai acuan dalam menentukan alternatif rencana perbaikan untuk meningkatkan efektivitas dan efisiensi. Namun demikian, keterbatasan penelitian ini adalah masih sebatas memberikan usulan alternatif perbaikan. Penelitian selanjutnya yang dapat dilakukan adalah mengembangkan model untuk memilih rencana proyek perbaikan dengan menggunakan model matematis ataupun Multi Criteria Decision Making (MCDM).

Higher Education Institution (HEI) is required to increase operational effectiveness and efficiency in teaching, research, and community service as well as focus on customers. The methodology that can be developed and used is Lean Six Sigma (LSS). LSS is widely implemented in the manufacturing and service industries. So far, LSS adoption have been mostly partial and focused on reducing waste rather than a holistic approach. This research developed a comprehensive Lean Six Sigma Framework for Higher Education (LSSF – for HEdu) in HEI which can increase the effectiveness and efficiency. The framework consists of 4 sub-frameworks. The first sub-framework for transforming voice of customer into priority of improvement plan. Second, sub-framework to identify and prioritize waste reduction. Third, sub-framework of Critical Success Factor (CSF) analysis for LSS development. The fourth is sub-framework of measurement of readiness level in implementing LSS. In developing the first sub-framework using the Fuzzy and House of Risk (HOR) methods. The methods used to identify and determine priorities for waste reduction are the Fuzzy and Critically Level of Waste (CLoW) methods. While the Fuzzy Total Interpretive Structural Methods and Matriced' Impacts Croise´s Multiplication Applique´ea´un Classement (MICMAC) are used to analyze Critical Success Factor (CSF) in LSS development. Meanwhile to analyze the level of readiness for LSS development using the Likert scale method, Fuzzy method, and Importance Performance Analysis. The framework has been used in a case study at a private university in Surabaya, East Java. The framework can be used by HEI leaders as a reference in determining alternative improvement plans to increase the effectiveness and efficiency of HEI. However, the limitation of this study is that the results of the study are some alternatives improvement plans. Future research opportunities include developing a model for selecting improvement project using mathematical model or Multi-Criteria Decision Making (MCDM).
