Abstract

Kota Surabaya, sebagai salah satu kota terbesar di Indonesia, memiliki pertambahan penduduk yang relatif meningkat dari tahun ke tahun. Hal ini mendorong pertumbuhan dalam berbagai sektor yang menstimulasi pembangunan, seperti pembangunan hotel, restoran, dan mall. Stimulasi pembangunan akan berdampak terhadap perparkiran, terutama parkir off-street. Oleh karena itu, pemilik bangunan harus dapat menyelenggarakan perparkiran dengan baik. Salah satu permasalahan parkir off-street di Surabaya adalah kebocoran pendapatan parkir yang berasal dari retribusi parkir. Salah satu penyebabnya adalah tidak ada dasaran yang jelas untuk memperkirakan pendapatan parkir. Studi yang pernah dilakukan Kartika et al. (2020) mempunyai hasil berupa prediksi pendapatan parkir dengan menggunakan model volume dan persentase durasi parkir. Pada model volume parkir, seluruh variabel bebas yang digunakan merupakan karakteristik parkir, sehingga oleh karena karakteristik parkir persil yang berbeda-beda, model hanya bisa digunakan apabila dilakukan traffic counting parkir untuk setiap persil tinjauan. Oleh karena itu, dilakukan studi pemodelan volume kendaraan parkir pada hotel, restoran dan mall di kota Surabaya berbasis satuan ruang parkir (SRP) yang tersedia dan jam operasional. Model ini bisa digunakan tanpa perlu melakukan traffic counting parkir karena variabel bebasnya terdiri dari SRP yang tersedia dan jam operasional persil tinjauan. Dari hasil analisis, didapatkan model volume kendaraan parkir pada hotel untuk mobil weekday, motor weekday, mobil weekend, dan motor weekend adalah Y = 3,035X1 + 3,877; Y = 2,508X1 + 10,897; Y = 2,952X1 + 30,844; Y = -5,031X1 + 278,886; untuk restoran adalah Y = 1,558X1 + 9,292; Y = -9,204X1 + 19,994X2 – 0,500; Y = 3,969X1 – 12,672; Y = -8,161X1 + 223,000; dan untuk mall adalah Y = 1,671X1 – 35,862X2 + 423,486; Y = 3,069X1 – 716,876X2 + 8.187,615; Y = -497,929 + 7.138,464; Y = 3,522X1 – 1.259,539X2 + 15.303,691.

Surabaya, as one of the largest cities in Indonesia, has a population growth that is relatively increasing from year to year. This encourages development in many sectors that stimulate construction, such as the construction of hotels, restaurants, and malls. Stimulation of development will affect parking, especially off-street parking. Therefore, the owner of buildings must be able to organize parking properly. One of the off-street parking problems in Surabaya is the leakage of parking revenue, which comes from parking fees. One of the causes of this problem is that there is no definite basis to estimate parking revenue in Surabaya. The study conducted by Kartika et al. (2020) has output in the form of predicting parking revenue using percent duration and parking volume model. On the parking volume model, all of its dependent variables are parking characteristics, and due to the fact that the parking characteristics on every parcel are unique, the model can only be used if traffic counting is done for every inspected parcel. Therefore, the study modelling of vehicle parking volume at hotel, restaurant, and mall in Surabaya based on parking space unit (SRP) and operational hour is proposed. This model can be used without parking traffic counting first because the independent variables are parking space unit (SRP) and operational hours of the inspected parcel. From the results of analysis, obtained parking volume model at hotel for car on weekday, motorcycle on weekday, car on weekend, and motorcycle on weekend are Y = 3.035X1 + 3.877; Y = 2.508X1 + 10.897; Y = 2.952X1 + 30.844; Y = -5.031X1 + 278.886; for restaurant are Y = 1.558X1 + 9.292; Y = -9.204X1 + 19.994X2 – 0,500; Y = 3.969X1 – 12.672; Y = -8.61X1 + 223.000; and for mall are Y = 1.671X1 – 35.862X2 + 423.486; Y = 3.069X1 – 716.876X2 + 8,187.615; Y = -497,929 + 7.138,464; Y = 3.522X1 – 1,259.539X2 + 15,303.691.
