Abstract
Pariwisata heritage menjadi populer sebagai pengalaman autentik, akan tetapi arus modernisasi mengancam eksistensi warisan budaya sebagai daya tarik wisata. Kampung Lawang Seketeng di Kota Surabaya adalah destinasi wisata heritage yang terancam oleh modernisasi. Penelitian ini bertujuan untuk mengkaji strategi masyarakat lokal Kampung Lawang Seketeng dalam melestarikan warisan budaya sebagai aset wisata heritage, serta tantangan yang dihadapi. Metode penelitian yang digunakan adalah kualitatif fenomenologi dengan wawancara mendalam, observasi, dan dokumentasi sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa Kampung Lawang Seketeng menghadapi ancaman modernisasi seperti adanya fasilitas modern, perubahan perilaku konsumen, dan perkembangan destinasi modern. Masyarakat Kampung Lawang Seketeng menerapkan pendekatan partisipatif dalam pelestarian warisan budaya dan pengembangan pariwisata heritage. Ada dua jenis partisipasi yang mendukung pelestarian warisan budaya sebagai upaya keberlanjutan pariwisata heritage, yaitu partisipasi individu dan kolektif. Partisipasi individu melibatkan peran masyarakat dalam pemeliharaan kampung serta peran masyarakat dalam perawatan, kebersihan, dan menjaga warisan budaya. Partisipasi kolektif mencakup gotong royong, pemanfaatan aktivitas keagamaan, pendirian Kelompok Sadar Wisata, perencanaan program wisata dan pelestarian, promosi wisata dengan pendekatan pemasaran kolaboratif, aktif terlibat dalam diskusi serta kolaborasi dengan komunitas dan kampung lain. Dalam upaya pelestarian warisan budaya di Kampung Lawang Seketeng, masyarakat menghadapi tantangan internal dan eksternal. Tantangan internal meliputi kendala ekonomi, perizinan bangunan, keterbatasan sumber daya, dan kurangnya partisipasi masyarakat. Sementara itu, tantangan eksternal meliputi kurangnya dukungan pemerintah dan penurunan jumlah pengunjung akibat Covid-19.

Heritage tourism has become popular as an authentic experience, but the wave of modernization threatens the existence of cultural heritage as a tourist attraction. Lawang Seketeng Village in Surabaya City is a heritage tourism destination that is endangered by modernization. This research aims to examine the strategies of the local community in Kampung Lawang Seketeng in preserving cultural heritage as a heritage tourism asset and the challenges they face. The research method used is qualitative phenomenology, with in-depth interviews, observations, and documentation as data collection techniques. The research findings indicate that Kampung Lawang Seketeng faces modernization threats, such as the presence of modern facilities, changes in consumer behavior, and the development of modern destinations. The community of Kampung Lawang Seketeng implements a participatory approach in the preservation of cultural heritage and the development of heritage tourism. There are two types of participation that support the preservation of cultural heritage as part of heritage tourism sustainability: individual participation and collective participation. Individual participation involves the roles of individuals in maintaining the village and taking care of its cultural heritage through cleanliness and preservation. Collective participation includes communal work, utilization of religious activities, the establishment of Tourism Awareness Groups, planning tourism and preservation programs, promoting tourism through collaborative marketing approaches, active involvement in discussions, and collaboration with other communities and villages. In the effort to preserve cultural heritage in Kampung Lawang Seketeng, the community faces both internal and external challenges. Internal challenges include economic constraints, building permits, limited resources, and a lack of community participation. Meanwhile, external challenges consist of a lack of government support and a decrease in the number of visitors due to Covid-19.
