Abstract

Pada era globalisasi, Distribusi supply chain menjadi semakin kompleks dan terintegrasi. Pengelolaan distribusi yang baik akan dapat membantu meningkatkan keuntungan perusahaan dan dapat unggul dari kompetitornya. Pengoptimalan serta efisiensi distribusi pupuk perlu dilakukan untuk mendapatkan efisiensi biaya yang dikeluarkan, karena adanya kebijakan baru mengenai jenis pupuk untuk pupuk subsidi, di mana yang sebelumnya berjumlah lima jenis menjadi dua jenis pupuk yang disubsidi. Hal ini yang menyebabkan adanya pengurangan pengalokasian biaya anggaran subsidi pupuk hingga 7,11% sehingga pengoptimalan distribusi berdasarkan demand tiap kota dapat optimal. Dalam pengoptimalan alokasi distribusi pupuk subsidi digunakan pemodelan menggunakan Integer Linier Programming (ILP) untuk menghasilkan alokasi pengiriman dengan transportation dan inventory cost yang optimal serta mengetahui konfigurasi alokasi jaringan distribusi berdasarkan peningkatan dan penurunan demand tiap periodenya. Berdasarkan penelitian yang telah dilakukan diketahui bahwa adanya penutupan dari gudang produsen yang tidak digunakan dari adanya perhitungan presentase utilitas dapat menghasilkan total biaya yang dikeluarkan perusahaan lebih efisien Rp29.019.599.736,- apabila dibandingkan dengan total biaya dengan kondisi eksisting, yaitu sebesar Rp70.045.354.688,- dan kondisi dengan tanpa menggunakan adanya gudang produsen dan dilakukan penutupan seluruh gudang produsen memiliki total biaya yang jauh lebih besar dengan nilai Rp99.141.274.863,-. Hal ini tersebut juga selaras dengan adanya uji senstivitas yang menunjukkan bahwa biaya transportasi dan permintaan adalah variabel yang berpengaruh kuat dalam alokasi penggunaan jumlah gudang produsen.

In the era of globalization, supply chain distribution is becoming more complex and integrated. Good distribution management will help increase company profits and can outperform from its competitor. Optimization and efficiency of fertilizer distribution need to be done to get cost efficiency incurred, because of the new policy regarding the type of fertilizer for subsidized fertilizer, where previously there were five types into two types of subsidized fertilizer. This has led to a reduction in the allocation of fertilizer subsidy budget costs by up to 7.11% so that optimization of distribution based on demand for each city can be optimal. In optimizing the distribution allocation of subsidized fertilizers, modeling is used using Integer Linear Programming (ILP) to produce delivery allocations with optimal transportation and inventory costs and determine the configuration of distribution network allocations based on increases and decreases in demand each period. Based on research that has been conducted, it is known that the closure of unused producer warehouses from the calculation of the percentage of utilities can produce total costs incurred by the company more efficiently Rp29,019,599,736, - when compared to the total costs with existing conditions, which is Rp70,045,354,688, - and states without using the existence of producer warehouses and closing all producer warehouses have a much more total cost large with a value of Rp99,141,274,863,-. This is also in line with the sensitivity test, which shows that transportation costs and demand strongly influence allocating the number of producer warehouses.
