Abstract

Proyek Pembangunan Merial Tower RS.PELNI merupakan bangunan tingkat tinggi yang kompleks, dan berpotensi mengakibatkan kecelakaan kerja. Untuk mengantisipasi terjadinya hal tersebut maka diperlukan manajemen risiko untuk mengidentifikasi, menganalisa risiko serta merespon/mengurangi risiko yang mungkin terjadi. Penelitian ini fokus pada pengelolaan risiko yang mungkin terjadi pada Proyek Pembangunan Merial Tower RS.PELNI. Tujuan dari penelitian ini adalah mengidentifikasi dan menganalisis risiko yang mungkin terjadi serta mengusulkan respon/langkah mitigasinya. Metode yang digunakan pada penelitian ini adalah HIRARC ( Hazard Identification, Risk Assessment, And Risk Control). Variabel risiko didapat dari literatur, dan metode pengumpulan data yang digunakan adalah kuesioner dan wawancara kepada para ahli/ praktisi lapangan. Hasil penelitian menunjukkan bahwa, pada proyek pembangunan Merial Tower RS. PELNI memiliki risiko kecelakaan kerja yang beragam. Dengan menggunakan metode HIRARC (Hazard Identification, Risk Assessment, And Risk Control) pada tahap penialain risiko (risk assessment) didapatkan item pekerjaan dengan kategori risiko very high diantaranya pada pekerjaan pemancangan saat menggunakan peralatan dengan sumber listrik dengan risiko kebakaran akibat korsleting listrik, pekerjaan bekisting saat pengerjaan pada ketinggian dengan risiko pekerja terjatuh dari ketinggian, dan risiko pekerja tertimpa material dari ketinggian. Usulan langkah pengendalian atau kontrol terhadap risiko dengan kategori very high yang terjadi pada proyek tergolong dalam kategori reduction atau mengurangi kemungkinan terjadinya risiko seperti melakukan inspeksi, mengadakan Tool Box Meeting, memberi rambu-rambu keselamatan atau APD dan memberi safety deck agar material yang terjatuh tidak jatuh ke area bawah, menyediakan sarana APAR di area yang berpotensi tinggi terjadi kebakaran, serta memberikan teguran berupa sanksi atau denda terhadap pekerja yang melanggar. Residual risiko atau risiko sisa yang terjadi pada risiko yang dominan atau tergolong dalam kategori very high risk setelah diterapkannya mitigasi, yang semula memiliki nilai 20 akan berubah menjadi 15 atau tergolong dalam kategori high risk yang artinya mitigasi tersebut dapat meminimalisir risiko terjadinya kecelakaan kerja yang dominan pada proyek pembangunan Merial Tower RS. PELNI.

Risk can be defined as a condition resulting from uncertainly with unfavorable consequences that may occur. The Project for the Construction of the Merial Tower RS.PELNI is a high-rise building that has the potential to cause work accidents. Work accident is an incident that occurs unexpectedly which can result in injuries, damage to objects, loss of time, and even death. The causes of work accidents include the implementation of poor work methods, the condition of the physical characteristics of large and tall buildings, and the many types of project work that can increase the risk of work accidents. To anticipate this, risik management is required. The purpose of project risk management is to identify, analyze risks and respond/reduce risks that may occur. This research showed that, in the Merial Tower RS. PELNI project has various risks of work accidents. By using the HIRARC method (Hazard Identification, Risk Assessment, And Risk Control) at the level of risk assessment (risk assessment) obtained work items with very high risk including the erection work when using equipment with an electric source with the risk of fire due to an electric short circuit, formwork work when working at height with the risk of workers falling from heights, and the risk of workers being crushed by material from heights. Proposed controls for risks with a very high category that occur in projects are classified in the reduction category or reduce the possibility of such risks occuring carrying out inspections, conducting Tool Box Meetings, providing safety signs or PPE and provide a safety deck so that material does not fall into lower areas, provide APAR facilities in areas with a high potential for fires, and provide warnings in the form of sanctions or fines to workers who violate them. Residual risks that occur in the dominant risk or are classified in the very high risk category after the implementation of mitigation, which originally had a value of 20 will change to 15 or are classified in the high risk category, which means that the mitigation can minimize the risk of work accidents that are dominant in the Merial Tower RS.PELNI development project.
