Abstract

Kabupaten Cilacap sedang mengalami pertumbuhan ekonomi dan pembangunan daerah yang ditandai dari meningkatnya PDRB ADHK Kabupaten Cilacap dari tahun ke tahun. Hal tersebut menyebabkan permintaan lahan di Kota Cilacap yang terdiri dari tiga kecamatan terpadat yang ada di Kabupaten Cilacap akan terus meningkat, maka perencanaan properti di lahan kosong, khususnya yang ada di Kota Cilacap harus dianalisa terlebih dahulu demi mendapatkan properti yang terbaik. Salah satu lahan yang saat ini perlu dianalisa adalah lahan yang terletak di Jalan Karangsuci, Cilacap. Lahan dengan luas 1.138 m2 tersebut hingga saat ini masih dibiarkan kosong oleh pemiliknya. Lokasi lahan yang strategis dari pusat Kota Cilacap membuat lahan tersebut memiliki potensi untuk dikembangkan. Maka dari itu perlu dilakukan analisis dengan metode Highest and Best Use agar dapat menemukan alternatif properti apa saja yang dapat dibangun di lahan tersebut dan alternatif properti apa yang dapat memberikan penggunaan tertinggi dan menghasilkan produktivitas yang maksimum untuk lahan tersebut. Metodologi yang digunakan dalam analisis HBU ini dimulai dengan penetapan alternatif properti menggunakan kuesioner, kemudian dilakukan analisis terhadap masing-masing alternatif yaitu analisis Aspek Legal (legally permissible), analisis Aspek Fisik (pyhsically feasible), analisis Aspek Finansial (financiallly feasible) dan analisis Produktivitas Maksimum. Berdasarkan temuan dalam penelitian ini, dari tiga alternatif properti pengembangan lahan yang diuji, yaitu Indekos, Rumah Kontrakan dan Sentra Kuliner, Indekos merupakan alternatif properti yang dapat menghasilkan peningkatan lahan dan produktivitas terbesar yaitu Rp 6.048.444,97 dan 230%

The district of Cilacap is currently experiencing economic growth and regional development, marked by the increasing Gross Regional Domestic Product (PDRB ADHK) of the district over the years. As a result, the demand for land in Cilacap City, which consists of three most densely populated sub-districts in the district, is expected to continue rising. Therefore, property planning on vacant lands, especially in Cilacap City, needs to be analyzed beforehand to obtain the best possible properties. One of the lands that currently requires planning is located on Karangsuci Street, Cilacap. This 1,138 m2 land is still left empty by its owner. Due to its strategic location in the center of Cilacap City, the land has potential for development. Hence, an analysis using the Highest and Best Use method is necessary to identify various property alternatives that can be built on the land, as well as to determine which alternative can provide the highest utilization and yield maximum productivity for the land.The methodology used in this Highest and Best Use analysis begins with the identification of property alternatives using a questionnaire. Subsequently, each alternative undergoes analysis in terms of Legal Aspects (legally permissible), Physical Aspects (physically feasible), Financial Aspects (financially feasible), and Maximum Productivity analysis. Based on the findings of this study, out of the four tested property development alternatives for the land, which include "Indekos" (boarding house), "Rumah Kontrakan" (rental houses), and "Sentra Kuliner" (culinary center), "Indekos" is the property alternative that yields the highest land increase and productivity, amounting to Rp 6,048,444.97 or 230%.
