Abstract

PT CPI melakukan kegiatan produksi di Koridor Blok PSC dari hulu hingga pengiriman minyak dan kondensat yang diangkut melalui fasilitas oil barging di area Ramba, Sumatera Selatan dengan menggunakan Kapal Muatan berkapasitas 60.000 bbls hingga 65.000 bbls (total lifting minyak, dalam barel). Fasilitas Ramba Jetty digunakan sebagai Oil Loading di area PT CPI dan merupakan fasilitas vital yang dimiliki oleh PERTAMINA Ramba yang dalam kesehariannya dioperasikan oleh PT CPI. Fasilitas jetty ini sudah tua dan analisis struktur menunjukkan bahwa sebagian besar struktur mendekati perkiraan akhir masa layan, dimana untuk menjaga produksinya perlu dilakukan kegiatan perkuatan struktur. Hasil penyelidikan integritas struktural dari masing-masing struktur, korosi diidentifikasi sebagai penyebab kerusakan struktural substansial Jetty. Pekerjaan perkuatan jetty di area Ramba harus segera dilakukan mengingat fasilitas ini sangat vital bagi kelangsungan kegiatan operasional Oil Barging yang tidak boleh berhenti.
Metode yang diterapkan dalam penelitian ini adalah metode focus group discussion (FGD) dan kuesioner kepada responden ahli di departemen Infrastructure Project. Data variabel yang diperoleh akan digunakan sebagai acuan untuk membuat desain penelitian. Dari perolehan data, dilakukan pembobotan kriteria, sub kriteria dan alternatif dengan metode Analytical Hierarchy Process (AHP) diikuti dengan analisa sensitivitas untuk melihat seberapa kuat alternatif pilihan yang terpilih dan pengaruh dari tiap elemen yang terlibat.
Terdapat 4 kriteria yang ditetapkan sebagai kriteria pemilihan alternatif pekerjaan strengthening jetty yaitu teknik, konstruksi, biaya dan keselamatan kerja. Kriteria keselamatan kerja adalah kriteria yang paling berpengaruh dalam pemilihan metode strengthening jetty dengan bobot 35,2%, kriteria biaya dengan bobot 22,7%, kriteria teknis dengan bobot 21,3% dan kriteria konstruksi merupakan urutan terakhir dengan bobot 20,7%. Hasil pengolahan data menggunakan AHP, diperoleh bobot pemilihan pekerjaan strengthening jetty sebagai berikut: Alternatif A (Grouting) yang merupakan pilihan terbaik dengan bobot 36,6%, kemudian Alternatif C (Counterweight) dengan bobot 35,2% dan pilihan terakhir adalah Alternatif B (Penambahan Pile Baru) dengan bobot 28,2%. Kriteria yang paling sensitif terhadap perubahan nilai bobot adalah kriteria biaya dimana hanya dengan menaikkan 5,1% dari nilai awal 22,7% menjadi 27,8% diperoleh hasil Alternatif C (Counterweight) menjadi urutan prioritas global tertinggi dengan bobot 36,4%.

PT CPI carries out production activities in the PSC Block Corridor from upstream to delivery of oil and condensate, which are transported through oil barging facilities in the Ramba area, South Sumatra, by using freight ships with a capacity of 60,000 bbls to 65,000 bbls (total oil lifting, in barrels). The Ramba Jetty facility is used for Oil Loading in the PT CPI area and is a vital facility owned by PERTAMINA Ramba and operated by PT CPI on a daily basis. These jetty facilities are old, and structural analysis shows that most of the structures are approaching the estimated end of their service life, in which case, to maintain production, structural strengthening activities are required. Based on the investigation of the structural integrity of each structure, corrosion was identified as the cause of substantial structural damage to the jetty. Jetty reinforcement work in the Ramba area must be carried out immediately, considering that this facility is vital for the continuity of Oil Barging Operations, which cannot be stopped.
The method applied in this study is the focus group discussion (FGD) method and questionnaires to expert respondents in the Infrastructure Project department. The variable data obtained will be used as a reference for making research designs. From the data acquisition, the criteria, sub-criteria, and alternatives were weighted using the Analytical Hierarchy Process (AHP) method, followed by a sensitivity analysis to see how strong the chosen alternative was and the influence of each element involved.
There are four criteria set as criteria for selecting alternative strengthening jetty works: technique, construction, cost, and work safety. Safety criteria are the most influential criteria in selecting the strengthening jetty method, with a weight of 35.2%, followed by cost criteria with a weight of 22.7%, technical criteria with a weight of 21.3%, and construction criteria with a weight of 20.7%. The results of data processing using AHP, revealed the weight of strengthening jetty work as follows: Alternative A (Grouting), which is the best choice with a weight of 36.6%, is followed by Alternative C (Counterweight) with a weight of 35.2%, and the last choice is Alternative B ( New Pile Addition) with a weight of 28.2%. The most sensitive criteria to changes in weight values is the cost criteria, where only by increasing 5.1% from the initial value of 22.7% to 27.8%, Alternative C (Counterweight) results in the highest global priority order with a weight of 36.4%.
