Abstract

Komoditas bandeng merupakan salah satu produk unggulan Pulau Mengare, salah satu pulau di Kecamatan Bungah Kabupaten Gresik. Namun, komoditas bandeng di Pulau Mengare masih belum dikembangkan secara maksimal karena kondisi masyarakat yang masih awam dalam hal berinovasi dan pemasaran serta peran kelembagaan yang kurang optimal. Penelitian ini bertujuan untuk merumuskan arahan pengembangan produk olahan komoditas bandeng dengan pendekatan Pengembangan Ekonomi Lokal (PEL) di Pulau Mengare. PEL menekankan pada pencapaian pertumbuhan ekonomi melalui penciptaan nilai tambah, penciptaan lapangan kerja baru, redistribusi pendapatan di antara masyarakat, terutama masyarakat miskin, dan peningkatan daya saing daerah. Untuk mencapai tujuan tersebut, tahap pertama diawali menghitung nilai tambah pada produk olahan komoditas bandeng dengan menggunakan analisis nilai tambah hayami. Kedua, dilakukan pencarian variabel/faktor yang berpengaruh terhadap pengembangan ekonomi lokal di sana dengan metode analisis Delphi. Ketiga, setelah didapatkan variabel yang berpengaruh kemudian dianalisis kembali kondisi potensi dan permasalahan dengan metode Content Analysis. Terakhir, menyusun arahan pengembangan ekonomi lokal menggunakan metode triangulasi dari data potensi masalah, teori/best practice, dan dokumen kebijakan yang berlaku.
Hasil penelitian ini didapatkan produk olahan komoditas bandeng yang memiliki nilai tambah tertinggi adalah keripik kulit ikan bandeng dengan nilai tambah sebesar Rp 170.500. selanjutnya, terdapat 21 variabel/faktor-faktor yang berpengaruh terhadap pengembangan ekonomi lokal berbasis produk olahan komoditas bandeng di Pulau Mengare. Dari variabel-variabel tersebut kemudian ditemukan beberapa potensi seperti tenaga kerja pengolahan yang terampil, kualitas dan kuantitas bahan baku olahan yang baik, adanya peluang CSR, terdapat beberapa lembaga permodalan, serta infrastruktur pendukung seperti listrik dan air bersih yang mecukupi. Namun masih terdapat permasalahan lain seperti turunnya minat kelompok muda dalam bidang pengolahan ikan, kurangnya perhatian pada inovasi serta kompetensi, tidak aktifnya kelompok masyarakat dalam bidang perikanan dan pengolahan, teknologi pengolahan dan sistem pemasaran yang masih tradisional, kemitraan serta branding produk yang belum terlalu kuat, BUMDES yang masih belum bisa memberikan peminjaman modal usaha, adanya persepsi rumit dalam mengurus perizinan legalitas usaha dan persyaratan peminjaman modal, serta akses jalan yang kurang memadai untuk aksesibilitas kegiatan perekonomian. Dari hal tersebut kemudian dirumuskan arahan pengembangan di antaranya mengadakan pelatihan kewirausahaan, mendorong penggunaan teknologi pengolahan yang ramah tenaga kerja, mengoptimalkan fungsi BUMDES dalam pemberian bantuan modal, membentuk Inclusive society terutama peningkatan kerja sama pihak swasta dan litbang, memperluas jaringan pemasaran melalui segmentasi pasar (identifikasi pasar) dan mengoptimalkan strategi pemasaran secara online melalui E-Commerce dan media sosial, dan sebagainya.

Milkfish commodity is one of the leading products of Mengare Island, one of the islands in Bungah District, Gresik Regency. However, the milkfish commodity on Mengare Island has not been developed optimally due to the condition of the community who are still unfamiliar with innovating and marketing as well as the less than optimal role of institutions. This study aims to formulate directions for the development of milkfish commodity processed products with the Local Economic Development (LED) approach on Mengare Island. LED emphasizes the achievement of economic growth through the creation of added value, the creation of new jobs, the redistribution of income among the community, especially the poor, and the improvement of regional competitiveness. To achieve these objectives, the first step was to calculate the added value of milkfish commodity processed products using Hayami value-added analysis. Secondly, the variables/factors influencing local economic development were searched using the Delphi analysis method. Third, after obtaining influential variables, the potential conditions and problems were re-analyzed using the Content Analysis method. Finally, the direction of local economic development was compiled using the triangulation method from potential problem data, theory/best practice, and applicable policy documents.
The results of this study found that the milkfish commodity processed product that has the highest added value is milkfish skin chips with an added value of Rp 170,500. Furthermore, there are 21 variables/factors that influence the development of local economies based on milkfish commodity processed products on Mengare Island. From these variables, several potentials such as skilled processing labor, good quality and quantity of processed raw materials, CSR opportunities, several capital institutions, and supporting infrastructure such as electricity and clean water are found. However, there are still other problems such as the decline in the interest of young groups in fish processing, lack of attention to innovation and competence, inactivity of community groups in fisheries and processing, processing technology and marketing systems that are still traditional, partnerships and product branding that are not too strong, BUMDES that still cannot provide business capital loans, the perception of complexity in taking care of business legality licensing and capital loan requirements, and inadequate road access for accessibility to economic activities. From this, development directions were formulated including conducting entrepreneurship training, encouraging the use of labor-friendly processing technology, optimizing the function of BUMDES in providing capital assistance, forming an Inclusive society, especially increasing cooperation with the private sector and R&D, expanding marketing networks through market segmentation (market identification) and optimizing online marketing strategies through E-Commerce and social media, and so on.
