Abstract

Jalan tol Serbelawan–Pematang Siantar merupakan bagian dari Jalan Tol Trans Sumatera yang dikembangkan oleh PT Hutama Marga Waskita. Proyek jalan tol ini mengalami keterlambatan akibat terhambatnya proses pembebasan lahan, kondisi cuaca tidak mendukung, serta kekurangan material. Padahal proyek ini termasuk dalam Proyek Strategis Nasional (PSN) dan memiliki peranan penting dalam menunjang pertumbuhan perekonomian di Pulau Sumatra. Oleh karena itu, perlu dilakukan percepatan agar proyek dapat diselesaikan tepat waktu dan tidak mendapatkan sanksi denda keterlambatan. Pada penelitian ini Time Cost Trade Off (TCTO) Analysis digunakan untuk proses percepatan proyek. Penambahan jumlah jam kerja, tenaga kerja, dan alat dilakukan untuk mempercepat durasi proyek. Analisis TCTO diawali dengan melakukan perhitungan normal cost dan normal duration proyek. Selanjutnya, dilakukan penjadwalan pada sisa pekerjaan menggunakan metode critical path method (CPM) untuk mengidentifikasi lintasan kritis dan keterlambatan proyek. Analisis crash duration, crash cost, dan cost slope dilakukan pada setiap sisa pekerjaan. Percepatan dilakukan dengan tiga skenario, yakni: a) percepatan untuk mengejar penyelesaian proyek sesuai rencana awal, b) percepatan sampai maximum crashing, dan c) percepatan optimal crashing. Hasil dari penelitian ini berupa skenario percepatan proyek agar dapat diselesaikan sesuai yang direncanakan dengan biaya total sebesar Rp 2.612.518.487.599,34. Selain itu juga menghasilkan skenario percepatan maksimal yang mereduksi 98 hari durasi pelaksanaan dengan biaya total sebesar Rp 2.615.648.747.396,37. Dan juga skenario percepatan paling optimal yang dapat mereduksi 46 hari durasi pelaksanaan proyek dengan biaya total sebesar Rp 2.612.513.967.445,37.

The Serbelawan–Pematang Siantar toll road is part of the Jalan Tol Trans Sumatera developed by PT Hutama Marga Waskita. This toll road project experienced delays due to delays in the land acquisition process, unfavorable weather conditions, and materials shortages. Even though this project is included in the Proyek Strategis Nasional (PSN) and has a vital role in supporting economic growth on the island of Sumatra. Therefore, it is necessary to accelerate so that the project can be completed on time and not be penalized for late fees. This study used Time Cost Trade Off (TCTO) Analysis to speed up the project process. The addition of the number of working hours, labor, and tools was made to speed up the project's duration. The TCTO analysis begins by calculating the project's normal cost and normal duration. Furthermore, the remaining work is scheduled using the critical path method (CPM) to identify critical paths and project delays. Analysis of crash duration, crash cost, and cost slope was carried out for each residual work. Acceleration is carried out with three scenarios: a) acceleration to catch up with project completion according to the initial plan, b) acceleration to maximum crashing, and c) optimal crashing acceleration. The results of this study are in the form of project acceleration scenarios so that they can be completed as planned with a total cost of IDR 2,612,518,487,599.34. In addition, it also produces a maximum acceleration scenario which reduces the 98-day duration of implementation at a total cost of IDR 2,615,648,747,396.37. And also the most optimal acceleration scenario which can reduce the duration of the project by 46 days with a total cost of IDR 2,612,513,967,445.37.
