Abstract

Perpres 95/2018 & Perpres 132/2022 telah mewajibkan semua Instansi Pusat & Pemerintah Daerah (IPPD) di Indonesia memiliki katalog & perencanaan Sistem Pemerintahan Berbasis Elektronik (SPBE) berupa dokumen Arsitektur SPBE & Peta Rencana SPBE. Sayangnya, hampir sebagian besar dokumen Arsitektur SPBE & Peta Rencana SPBE tidak diimplementasikan & hanya dibuat sekedar sebagai dokumen pendukung Indeks SPBE semata. Penelitian ini bertujuan menggali & menganalisis faktor-faktor yang mempengaruhi keberhasilan implementasi Arsitektur SPBE IPPD di Indonesia. Dalam penelitian tugas akhir ini, digunakan metode Partial Least Square Structural Equation Modelling (PLS-SEM) sebagai dasar analisis terhadap model penelitian yang diusulkan yaitu Sukses Implementasi Arsitektur SPBE. Model penelitian ini memiliki lima variabel yang memiliki pengaruh terhadap Sukses Implementasi Arsitektur SPBE yang selanjutnya akan dianalisis keterkaitannya dengan menggunakan PLS-SEM melalui SmartPLS 4. Melalui penyebaran kuesioner secara online, data akan dihimpun lalu dianalisa menggunakan model penelitian tersebut. Hasil penelitian ini adalah diketahui faktor yang memengaruhi keberhasilan implementasi Arsitektur SPBE. Komitmen dukungan dan pengawalan tim koordinasi SPBE, Anggaran Implementasi Arsitektur SPBE, dan Dukungan Mitra dan Pemangku Kepentingan Eksternal memiliki pengaruh positif terhadap variabel sukses implementasi Arsitektur SPBE. Hasil penelitian ini akan dapat membantu IPPD dan Kementerian dalam menyusun kebijakan, strategi, dan kegiatan dalam mendorong efektivitas pelaksanaan Arsitektur SPBE IPPD di seluruh Indonesia.

Perpres 95/2018 & Perpres 132/2022 have required all Central & Local Government Agencies (IPPD) in Indonesia to have a catalog & planning for Electronic Based Government System (SPBE) in the form of an SPBE Architecture document & SPBE Plan Map. Unfortunately, most of the SPBE Architecture documents & the SPBE Plan Map were not implemented and were only made to support the SPBE Index document. This study aims to explore & analyze the factors that influence the successful implementation of the SPBE IPPD Architecture in Indonesia. In this final research assignment, the Partial Least Square Structural Equation Modeling (PLS-SEM) method is used as the basis for the analysis of the proposed research model, namely the Success of SPBE Architecture Implementation. This research model has five variables that have an influence on the successful implementation of the SPBE Architecture which will then be analyzed using PLS-SEM through SmartPLS 4. Through online questionnaires, data will be collected and then analyzed using the research model. The results of this study are known factors that influence the successful implementation of the SPBE Architecture. The commitment to support and oversee the SPBE coordination team, the SPBE Architecture Implementation Budget, and the Support of External Partners and Stakeholders have a positive influence on the successful variable of the SPBE Architecture implementation. The results of this research will be able to assist IPPD and Ministries in formulating policies, strategies, and activities in encouraging the effectiveness of the IPPD SPBE Architecture implementation throughout Indonesia.
