Abstract

Penentuan harga lahan merupakan suatu masalah yang cukup pelik di berbagai suatu daerah. Hal tersebut karena, seringkali penentuan harga lahan ditentukan berdasarkan faktor ataupun pengaruh yang jelas/pasti keberadaannya sebagai tolak ukur suatu harga lahan. Penggunaan dan kegiatan atas lahan dapat mengubah nilai suatu lahan yang memiliki dampak terhadap suatu harga lahan. Semenjak ditetapkannya kawasan penelitian Desa kuta menjadi salah satu desa yang berada di sekitar Kawasan Ekonomi Khusus Pariwisata Mandalika pada tahun 2014, Desa Kuta diduga mengalami ledakan harga lahan yang dapat dibilang sangat signifikan. Belum diketahuinya faktor-faktor yang mempengaruhi harga lahan di kawasan penelitian ini memberikan dampak pada dinamisnya pasar lahan di kawasan setempat. Penelitian ini direalisasikan untuk mengetahui dinamika harga lahan sejak pertama kali dicetuskannya kebijakan pengembangan Kawasan Ekonomi Khusus Mandalika sebagai KEK Pariwisata sejak tahun 2014 hingga sekarang, serta mengidentifikasi faktor-faktor terkait apa saja yang mempengaruhi dinamika harga lahan sekaligus menentukan faktor-faktor dari hasil identifikasi di kawasan penelitian Desa Kuta yang merupakan salah satu di antara Kawasan Ekonomi Khusus Pariwisata Mandalika. Untuk memperoleh tujuan tersebut, penelitian ini memiliki tiga tahapan analisis, di antaranya: deskriptif kualitatif dengan pendekatan literatur review disertai metode wawancara, metode Delphi dan metode skala likert.
Luaran atau hasil akhir dari penelitian ini ditemukan 4 faktor prioritas yang menyebabkan dinamika harga lahan di Kawasan Ekonomi Khusus (KEK) Mandalika (Desa Kuta, Kecamatan Pujut, Kabupaten Lombok Tengah) berdasarkan hasil penilaian para stakeholders/expert.
Faktor-faktor tersebut antara lain zoning regulations, jumlah lahan yang tersedia, manfaat lahan dan daya beli. Faktor zoning regulations dan jumlah lahan yang tersedia merupakan faktor yang paling berpengaruh terhadap ledakan harga lahan di kawasan penelitian Desa Kuta.

Land pricing is a complicated issue in many regions. This is because land prices are often determined based on factors or influences that are clearly defined as benchmarks for land prices. Land use and activities can change the value of land, which has an impact on land prices. Since the establishment of the Kuta Village research area as one of the villages around the Mandalika Tourism Special Economic Zone in 2014, Kuta Village is thought to have experienced a land price explosion that is arguably very significant. The unknown factors affecting land prices in the research area have an impact on the dynamic land market in the local area.
This research was realized to find out the dynamics of land prices since the first time the Mandalika Special Economic Zone development policy was initiated as a Tourism SEZ since 2014 until now, as well as to identify what related factors affect the dynamics of land prices while determining the factors from the identification results in the Kuta Village research area which is one of the Mandalika Tourism Special Economic Zones. To obtain these objectives, this research has three stages of analysis, including: descriptive qualitative with a literature review approach accompanied by interview method, Delphi method and Likert scale method.
The output or final result of this research found 4 priority factors that cause land price dynamics in the Mandalika Special Economic Zone (KEK) (Kuta Village, Pujut District,
Central Lombok Regency) based on the results of the assessment of stakeholders/experts. These factors include zoning regulations, the amount of land available, land benefits and purchasing power. The zoning regulations and the amount of land available are the most influential factors on the land price explosion in the Kuta Village research area.
