Abstract

Kampung Lawas Maspati merupakan kampung wisata edukasi sejarah dan budaya berbasis masyarakat. Keunikan dari kampung ini yaitu berada di tengah modernisasi perkotaan Surabaya namun tetap mempertahankan kebudayaan Surabaya dan menjadi salah satu aset budaya dan daya tarik wisata bagi Kota Surabaya. Tujuan penelitian ini adalah mengetahui kondisi wisata serta bentuk-bentuk partisipasi masyarakat lokal dalam pengembangan Kampung Wisata Lawas Maspati ditinjau melalui unsur manajemen 4A (Attraction, Amenity, Accessibility, Ancillary). Metode penelitian ini adalah kualitatif deskriptif dengan jenis fenomenologi. Teknik pengumpulan data menggunakan purposive sampling, wawancara mendalam, observasi dan dokumentasi. Analisis data melalui tiga tahap analisis yakni reduksi data, penyajian data dan penarik kesimpulan. Hasil penelitian ini yaitu: 1) Kondisi wisata telah memenuhi unsur manajemen 4A(Attraction, Amenity, Accessibility, Ancillary); 2) Pada keempat unsur manajemen terdapat bentuk-bentuk partisipasi masyarakat yakni partisipasi dalam bentuk uang dan harta benda, tenaga dan keterampilan serta buah pikiran dan sosial; 3) Faktor penghambat pengembangan wisata adalah masih lemahnya kemampuan sumber daya manusia dan masih minimnya partisipasi generasi muda, sedangkan faktor pendukungnya adalah adanya kerjasama yang baik pengelola wisata serta dukungan dari berbagai pihak untuk mempertahankan dan mengembangkan wisata Kampung Lawas Maspati.

Kampung Lawas Maspati is a community-based historical and cultural education tourism village. The uniqueness of this village is that it is in the middle of urban modernization of Surabaya but still maintains Surabaya culture and becomes a cultural asset and tourist attraction for the city of Surabaya. The purpose of this study was to determine the condition of tourism and the forms of local community participation in the development of the Maspati Lawas Tourism Village in terms of the 4A management elements (Attraction, Amenity, Accessibility, Ancillary). This research method is descriptive qualitative with a phenomenological approach. Data collection techniques using purposive sampling, in-depth interviews, observation and documentation. Data analysis through three stages of analysis namely data reduction, data presentation and drawing conclusions. The results of this study are: 1) The tourism conditions have fulfilled the 4A management elements (Attraction, Amenity, Accessibility, Ancillary); 2) In the four elements of management there are forms of community participation namely participation in the form of money and property, labor and skills as well as ideas and social; 3) The inhibiting factors for tourism development are the still weak human resource capabilities and the lack of participation of the younger generation, while the supporting factors are good cooperation with tourism managers and support from various parties to maintain and develop Kampung Lawas Maspati tourism.
