Abstract

Dinas Perhubungan Kota Surabaya mengelola lebih dari 93.000 unit Penerangan Jalan Umum yang tersebar di seluruh Kota Surabaya. Penerangan Jalan Umum digunakan sebagai fasilitas publik yang dapat memberikan keamanan, kemudahan, dan keselamatan bagi masyarakat. Pengelolaan Penerangan Jalan Umum (PJU) di Kota Surabaya dirasa belum optimal dikarenakan masih terdapat banyak kerusakan pada setiap bulannya. Proses
bisnis Penerangan Jalan Umum di Kota Surabaya menggunakan corrective maintenance yang mengandalkan laporan keluhan dari masyarakat. Hal tersebut dapat menghambat Kota Surabaya untuk menjadi smart city. Solusi yang dapat diimplementasikan adalah perancangan sistem e-layanan publik dan dashboard monitoring yang dapat digunakan oleh Masyarakat Kota Surabaya berdasarkan user experience. Perancangan sistem tersebut dikemas dalam bentuk web-based dan mobile based. Metode yang digunakan dalam penelitian ini adalah design thinking dengan 5 tahapan, yakni Empathize, Define, Ideate,Prototyping, dan Testing. Pada penelitian ini didapatkan dua user persona PJU Kota Surabaya, yakni pedagang dan pengendara motor/mobil berdasarkan hasil perancangan empathy map. Selain itu, penelitian ini menggunakan Quality Function Deployment untuk
mengidentifikasi fitur yang layak untuk dikembangkan. Berdasarkan hasil perancangan QFD terdapat tiga fitur utama, yakni meningkatkan layanan PJU dengan melakukan
penjadwalan maintenance untuk menghindari kerusakan sebesar 9,6%, memberikan layanan pengajuan PJU baru sebesar 10,3%, dan memberikan akses monitoring kondisi PJU secara real time melalui visualisasi maps sebesar 12,2%. Fitur-fitur tersebut digunakan untuk pengembangan prototype, yang kemudian dilakukan usability testing. Skor usability yang didapatkan untuk dashboard monitoring dan aplikasi e-Layanan adalah 82,25 dan 88,5. Berdasarkan hasil usability testing, terdapat 7 aspek yang memerlukan improvement
berdasarkan insight dari responden.

Dinas Perhubungan Kota Surabaya manages more than 93,000 public street lighting units. Public Street Lighting is used as a public facility that can provide security, convenience, and safety for the community. The management of public street lighting (PJU) in the city of Surabaya is considered not optimal because there is still a lot of damage every month. The business process for street lighting in the city of Surabaya uses corrective maintenance which relies on reports of complaints from the public. This can hinder Surabaya City from becoming a smart city. The solution that can be implemented is the design of a public e-service system and monitoring dashboard that can be used by the people of Surabaya City based on user experience. The design of the system is packaged in a web-based and mobile-based form. The method used in this research is design thinking with 5 stages, namely Empathize, Define, Ideate, Prototyping, and Testing. In this study, two PJU user personas in Surabaya City were obtained, namely traders and motorbike/car drivers based on the results of the empathy map design. In addition, this study uses Quality Function Deployment to identify features that are feasible to develop. Based on the results of the QFD design, there are three main features, namely improving PJU services by scheduling maintenance to avoid damage by 9.6%, providing new PJU submission services by 10,3%, and providing access to monitoring PJU conditions in real time through visualization maps of 12.2%. These features are used for prototype development, which is then used for usability testing. The usability scores obtained for monitoring dashboards and e-Service applications are 82.25 and 88.5 respectively. Based on the results of usability testing, there are 7 aspects that require improvement based on the insights of the respondents.
