Abstract
Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada Pengguna SPBE. Sebuah kerangka kerja diperlukan agar terlaksananya pengaturan, pengarahan, dan pengendalian dalam penerapan SPBE secara terpadu, oleh karena itu Peraturan Presiden No. 95 Tahun. 2018 dibuat. Dalam Regulasi tersebut terdapat cakupan “Manajemen SPBE” dan pada pasal 53 menjelaskan regulasi “Manajemen Perubahan” (ManPer) yang bertujuan untuk menjamin keberlangsungan dan meningkatkan kualitas layanan SPBE melalui pengendalian perubahan yang terjadi dalam SPBE. Pedoman ManPer SPBE yang disebutkan di dalamnya sedang dalam tahap perancangan. Penelitian ini bertujuan untuk memberikan saran terhadap beberapa aspek yang kurang dari draf KeMenPAN-RB. Penelitian ini menghasilkan perancangan SOP berdasarkan ITIL 4 untuk kontrol perubahann (CC) dan CMBoK untuk manajemen perubahan organisasi (OCM), kemudian untuk mendokumentasikan CC maka dirancang formulir request for change (RFC). Hasil rancangan SOP dan formulir dirancang untuk digunakan oleh pihak DINKOMINFO Surabaya dan rancangan divalidasikan oleh mereka.

The Electronic-Based Government System (E-Government) is a government administration that utilizes information and communication technology to provide services to E-Gov Users. A framework is needed for the implementation of regulation, direction, and control in an integrated E-Gov, therefore the Presidential Regulation no. 95 year 2018 was made. One of the scopes it regulates is "E-Gov Management" and article 53 explains about "Change Management" (CM) regulation which aims to ensure continuity and improve the quality of E-Gov services through controlling the changes that occur within. The E-Gov change management guideline mentioned there are in the drafting stage and this study aims to provide input on a couple of aspects that are lacking in it. This research resulted in the design of an SOP for change control (CC) based on ITIL 4 and organizational change management (OCM) based on CMBoK, then to document the CC a request for change (RFC) form was designed. The results of the SOP and form draft were designed to be used by DINKOMINFO Surabaya and the design was validated by them.
