Abstract

DKI Jakarta merupakan pusat pertumbuhan yang sangat menarik bagi mereka yang tinggal disekitarnya. Masyarakat yang datang ke Jakarta untuk bekerja juga memanfaatkan fasilitas pelayanan yang ada. Hal ini mengakibatkan banyak permintaan untuk perumahan sedangkan lahan yang tersedia terbatas, menyebabkan terjadinya permukiman kumuh. Sejumlah kampung tematik mulai dibangun sebagai bentuk dari program kampung terpadu di sejumlah kecamatan di DKI Jakarta. Peraturan Gubernur DKI Jakarta Nomor 90 Tahun 2018 memiliki 8 kecamatan di Jakarta Barat yang menjadi tempat pelaksanaan peningkatan kualitas permukiman dalam rangka penataan kawasan permukiman terpadu. Salah satunya adalah Kampung Budaya pada Kelurahan Kota Bambu Utara, Kecamatan Palmerah. Masyarakat merasa terbantu dengan adanya perbaikan dan peningkatan sarana dan prasarana. Namun masih terdapat permasalahan di antaranya permasalahan sanitasi, kepadatan bangunan yang tinggi sehingga berpotensi tinggi rawan bencana kebakaran. Untuk itu diperlukan adanya penilaian efektivitas dari penerapan konsep kampung tematik terhadap upaya penataan permukiman kumuh. Untuk dapat menjawab tujuan penelitian, digunakan dua metode yaitu Content Analysis untuk mengidentifikasi kriteria kampung tematik terhadap upaya penataan permukiman kumuh dan Importance Performance Analysis untuk menilai efektivitas penerapan konsep kamung tematik di Kelurahan Kota Bambu Utara. Jenis penelitian kombinasi menggunakan strategi eksploratoris sekuensial. Metode pengumpulan data dengan observasi, wawancara, kuesioner, dan studi literatur. Berdasarkan hasil analisis, didapatkan hasil bahwa penerapan konsep kampung tematik dapat dikatakan sudah cukup efektif dari segi penyediaan dan kualitas sarana dan prasarana serta partisipasi masyarakat dan pelibatan stakeholders. Adapun aspek yang tidak efektif di antaranya tingkat kepadatan bangunan, tingkat keteraturan bangunan, pemberdayaan masyarakat, aktivitas masyarakat, dan kesejahteraan sosial.

DKI Jakarta is a very attractive center of growth for those who live around it. People who come to Jakarta to work also take advantage of existing service facilities. This resulted in a large demand for housing while the available land was limited, causing slum settlements. A number of thematic villages have begun to be built as a form of an integrated village program in a number of sub-districts in DKI Jakarta. Regulation of the Governor of DKI Jakarta Number 90 of 2018 has 8 sub-districts in West Jakarta which are the places for improving the quality of settlements in the context of structuring integrated settlement areas. One of them is the “Kampung Budaya” in Kota Bambu Utara Village, Palmerah District. The community feels helped by the repair and improvement of facilities and infrastructure. However, there are still problems including sanitation problems, high building density so that there is a high potential for fire disasters. For this reason, it is necessary to evaluate the effectiveness of applying the thematic village concept to efforts to arrange slum settlements. To be able to answer the research objectives, two methods were used, namely Content Analysis to identify thematic village criteria for efforts to arrange slum settlements and Importance Performance Analysis to assess the effectiveness of implementing the thematic kaung concept in the Kota Bambu Utara Village. This type of combination research uses a sequential exploratory strategy. Methods of data collection by observation, interviews, questionnaires, and literature studies. Based on the results of the analysis, it was found that the application of the thematic village concept can be said to be quite effective in terms of the provision and quality of facilities and infrastructure as well as community participation and stakeholder involvement. The aspects that are not effective include the level of building density, the level of building order, community empowerment, community activities, and social welfare.
