Abstract
Besarnya timbunan sampah di Kota Surabaya menjadi permasalahan yang perlu dihadapi, sejalan dengan meningkatnya produksi dan konsumsi. Konsep ekonomi sirkular diperlukan dalam mengatasi isu pencemaran lingkungan, transisi dari ekonomi linear menuju ekonomi sirkular berguna untuk mengurangi efek negatif penimbunan sampah. Studi ini menggali bagaimana potensi transisi ekonomi sirkular dari proses pengelolaan sampah di kawasan studi menggunakan pendekatan penelitian kualitatif melalui analisis jaringan sosial dan analisis konten dengan beberapa pendekatan yang berkaitan dengan tata kelola persampahan, lingkungan, ekonomi, sosial, dan kebijakan. Analisis jaringan sosial berguna dalam mengetahui keterkaitan hubungan pemangku kepentingan pengelolaan sampah serta sirkulasi rantai pasok pengelolaan sampah. Sedangkan pada analisis konten dilakukan koding faktor-faktor yang berpengaruh terhadap penerapan ekonomi sirkular. Potensi transisi ekonomi sirkular juga dapat ditingkatkan melalui berbagai pendekatan sosial untuk meningkatkan kerjasama maupun menciptakan inovasi yang lebih mutakhir dalam pengelolaan sampah. Hasil penelitian juga menunjukkan bahwa faktor alur pengelolaan sampah, faktor tata kelola dalam menerapkan kebijakan, dan faktor kesadaran masyarakat memiliki nilai yang signifikan dalam transisi ekonomi sirkular. Selain itu, Penerapan kebijakan pemilahan sampah dan pengangkutan yang spesifik dari hulu berdasarkan jenis sampah memiliki efek yang besar terhadap transisi ekonomi sirkular.

The amount of landfill waste in Surabaya City is a problem that needs to be solved, in line with the increase in production and consumption. The concept of a circular economy is required to overcome the issue of environmental pollution, the transition from a linear economy to a circular economy is practical for reducing the negative effects of landfilling. This study explores how the circular economy transition potential of the waste management process in the study area uses a qualitative research approach through social network analysis and content analysis with several approaches related to waste management, environment, economy, social, and policy. Social network analysis is useful in knowing the relationship between stakeholders in waste management and the circulation of the waste management supply chain. Meanwhile, in the content analysis, the coding of the factors that influence the implementation of the circular economy is carried out. The potential for a circular economy transition can also be improved through various social approaches to increase cooperation and create more up-to-date innovations in waste management. This study also shows that the waste management flow factor, the governance factor in implementing policies, and the community awareness factor have significant value in the circular economy transition. In addition, the practice of a waste segregation and transportation policy specified from upstream based on the type of waste has an impactful on the circular economy transition.
