Abstract

Institut Teknologi Sepuluh Nopember (ITS) merupakan Perguruan Tinggi Negeri (PTN) di Kota Surabaya, PTN atau kampus ini memberikan pelayanan pendidikan untuk seluruh masyarakat Indonesia. ITS memiliki keunggulan di bidang sains dan teknologi. Selain itu ITS merupakan kampus eco-campus. Saat ini area parkir terpusat dibutuhkan untuk mengurangi jumlah penggunaan kendaraan bermotor di dalam ITS dikarenakan ITS merupakan eco-campus dimana seharusnya lingkungan ITS minim adanya polusi dari penggunaan kendaraan bermotor dan lebih mengutamakan penggunaan kendaraan tidak bermotor ataupun penggunaan fasilitas pejalan kaki. Akan tetapi, untuk mencapai hal tersebut, belum ada fasilitas ruang parkir serta fasilitas pejalan kaki dan pesepeda yang menunjang di dalam ITS. Maka dari itu, berdasarkan wawancara Tenaga Pendidik (Tendik), ITS akan membangun ruang parkir pada 3 lokasi yang berada di tempat parkir sisi Gerbang Bundaran ITS, di selatan Asrama ITS, dan di utara gedung Robotika ITS. Berdasarkan keadaan tersebut, tugas akhir ini dibuat dengan tujuan menganalisis sarana parkir untuk mendapatkan gambaran karakteristik parkir dan kapasitas parkir yang dapat menilai desain ruang parkir yang dibutuhkan, serta desain fasilitas pejalan kaki dan pesepeda pendukung untuk menunjang sarana parkir yang akan dirancang. Analisis ini bertujuan untukmemberikan alternatif optimalisasi kebutuhan ruang parkir di Pintu Gerbang bundaran ITS untuk mengurangi jumlah penggunaan kendaraan bermotor. Untuk mendapatkan alternatif-alternatif penyelesaian masalah di atas, maka dilakukan analisis sesuai dengan prosedur yang dijelaskan pada sebagian pedoman perencanaan parkir. Analisis perencanaan parkir pada tugas akhir ini menggunakan Pedoman Perencanaan dan Pengoperasian Fasilitas Parkir Direktorat Bina Sistem Lalu Lintas Angkutan Kota 1998, serta beberapa referensi lain yang terkait dengan analisis parkir. Untuk analisis perencanaan kebutuhan pejalan kaki dan pesepeda pada tugas akhir ini menggunakan Pedoman Perencanaan Teknis Fasilitas Pejalan Kaki Kementerian Pekerjaan Umum dan Perumahan Rakyat 2018 dan Pedoman Perancangan Fasilitas Pesepeda Kementerian Pekerjaan Umum dan Perumahan Rakyat 2021. Berdasarkan analisis dan penghitungan yang telah dilakukan, opsi desain parkir yang digunakan di pintu gerbang bundaran ITS memiliki total 782 slot parkir untuk mobil dan 3759 slot parkir untuk motor. Sementara itu, untuk mendukung parkir untuk pintu Gerbang Bundaran ITS, fasilitas pejalan kaki dan fasilitas pesepeda memiliki lebar minimal yaitu 4 meter untuk pejalan kaki dan 1,20 meter untuk jalur sepeda, jumlah lajur yang dibutuhkan untuk pesepeda adalah 4 lajur untuk ruas 1 dan 2 lajur untuk ruas 2.

Sepuluh Nopember Institute of Technology (ITS) is a State University (PTN) in the city of Surabaya, this campus provides educational services for all Indonesian people. ITS has advantages in the fields of science and technology. In addition, ITS is an eco-campus. Currently a centralized parking area is needed to reduce the number of motorized vehicles use within ITS because ITS is an eco-campus where the ITS environment should have minimal use of motorized vehicles and prioritize the use of non-motorized vehicles or the use of pedestrian facilities. However, to achieve this, there are no parking space facilities as well as pedestrian and cyclist facilities that support ITS. Therefore, based on the interview with Educators, ITS will build parking spaces at 3 locations in the parking lot of Roundound Gate ITS, south of the ITS Dormitory, and north of the ITS Robotics building. Based on these circumstances, this final project was made with the aim of analyzing parking facilities to get an overview of parking characteristics and parking capacities that can assess the design of the required parking space, as well as the design of supporting pedestrian and cyclist facilities to support the parking facilities that will be designed. This analysis aims to provide an alternative for optimizing the need for parking spaces at the Roundound Gate ITS to reduce the number of motorized vehicle use. To obtain alternatives for solving the problems above, an analysis was carried out according to the procedures described in some of the parking planning guidelines. Parking planning analysis in this final project uses the Guidelines for Planning and Operation of Parking Facilities, 1998 Directorate of City Transport Traffic System Development, as well as several other references related to parking analysis. For the analysis of pedestrian and cyclist needs planning in this final project, the Ministry of Public Works and Public Housing and Public Housing's Ministry of Public Works and Housing's Ministry of Public Works and Housing's Cycling Facilities Design Guidelines for Designing Cycling Facilities in 2018 are used Based on the analysis and calculations that have been done, the parking design options used at the ITS roundabout gate have a total of 782 parking slots for cars and 3759 parking slots for motorbikes. Meanwhile, to support parking for the ITS Roundabout Gate, pedestrian and cyclist facilities have a minimum width of 4 meters for pedestrians and 1.20 meters for bicycle lanes, the number of lanes needed for cyclists is 4 lanes for sections 1 and 2 lane for segment 2
