Abstract

Penelitian ini bertujuan untuk mengevaluasi tingkat liveability atau suatu kelayakhunian pada Rusunawa Urip Sumoharjo. Liveability merupakan konsep yang mengacu pada kualitas kehidupan yang dapat dinikmati oleh penghuni suatu tempat tinggal. Dalam konteks rusunawa, tingkat liveability menjadi krusial karena berkaitan dengan kenyamanan, keamanan, keterjangkauan, kemudahan, hingga aksesibilitas bagi penghuni. Rusunawa Urip Sumoharjo merupakan rumah susun pertama di Kota Surabaya yang dibangun untuk menyediakan perumahan bagi warga yang terdampak relokasi akibat tragedi kebakaran pada tahun 1982. Rusunawa ini juga telah direvitalisasi akibat kerusakan pada struktural bangunan dan dioperasionalkan kembali pada tahun 2005.
Metode penelitian yang digunakan adalah analisis Delphi pada empat expert guna menentukan dan validasi kriteria yang sesuai untuk mengevaluasi tingkat liveability rusunawa. Empat expert tersebut diantaranya adalah Dinas Perumahan dan Kawasan Permukiman, serta Pertanahan; Pengelola Rusunawa Urip Sumoharjo; Ahli Perumahan dan Kawasan Permukiman; dan Laboratorium Perumahan dan Permukiman Arsitektur ITS. Kriteria yang diperoleh, digunakan sebagai input analisis service quality pada penghuni rusunawa untuk mendapatkan nilai gap antara tingkat kepentingan dan kenyataan pada masing-masing kriteria. Hal ini bertujuan untuk merepresentasikan tingkat kepuasan penghuni terhadap kelayakan tempat tinggalnya dan akan dieksplanasikan dalam bentuk kuadran prioritas.
Hasil penelitian menghasilkan 39 kriteria liveability dalam 8 indikator yaitu fisik bangunan; prasarana,sarana, dan utilitas; aksesibilitas; stabilitas; ekonomi; sosial; pengelolaan bangunan; neighborhood living. Kriteria liveability selanjutnya diuji kepada penghuni menggunakan perhitungan gap analysis menghasilkan nilai -1,10 yang merepresentasikan bahwa Rusunawa Urip Sumoharjo memiliki nilai liveability yang termasuk ke dalam kategori sedang. Terdapat sebanyak tujuh variabel dianggap sebagai faktor yang penting namun belum mampu dirasakan oleh penghuni akan keadaannya. Tujuh kriteria yang dimaksud adalah kecukupan ruang, kebersihan lingkungan, kualitas jaringan persampahan, ketersediaan kamar mandi, ketersediaan ruang bermain anak, adanya pelatihan hospitality dan usaha, dan keamanan dari tindak kriminalitas pada lingkungan permukiman sekitar.

This research aims to evaluate the level of liveability Rusunawa Urip Sumoharjo. Liveability is a concept that refers to the quality of life that can be enjoyed by residents of a residence. In the context of rusunawa, liveability level is crucial because it is correlated to comfort, safety, affordability, convenience, and accessibility for residents. Urip Sumoharjo Rental Flat is the first flat in Surabaya City which was built to provide housing for residents affected by relocation due to the fire tragedy in 1982. This flat has also been revitalized due to structural damage to the building and was reoperated in 2005. The research method used is Delphi analysis on four experts to determine and validate the appropriate criteria for evaluating the level of liveability of the flat. The four experts include the Office of Housing and Settlement Areas, and Land; Urip Sumoharjo Rusunawa Manager; Housing and Settlement Experts; and ITS Architecture Housing and Settlement Laboratory. The criteria obtained are used as input for service quality analysis on residents of the flat to get the gap value between the level of importance and reality in each criterion. This aims to represent the level of resident satisfaction with the feasibility of their residence and will be explained in the form of priority quadrants. The research results produced 39 liveability criteria in 8 indicators, namely physical building; infrastructure, facilities, and utilities; accessibility; stability; economy; social; building management; neighborhood living. The liveability criteria were then tested on residents using gap analysis calculations resulting in a value of -1.10 which represents that Urip Sumoharjo Rental Flat has a liveability value that is included in the medium category. There are as many as seven variables that are considered as important factors but have not been able to be felt by residents. The seven criteria in question are space adequacy, environmental cleanliness, waste network quality, bathroom availability, availability of children's play space, hospitality and business training, and safety from crime in the surrounding residential environment.
