Abstract
Salah satu langkah inovatif pemerintah dalam mengatasi backlog perumahan adalah melalui program kredit pemilikan rumah (KPR) bersubsidi dengan dukungan fasilitas likuiditas pembiayaan perumahan (FLPP). Namun, penghuni rumah subsidi mengeluhkan ketidaklayakan hunian tersebut, meliputi masalah penyediaan air bersih dan sanitasi; buruknya aksesibilitas fasilitas umum, serta material bangunan kurang berkualitas. Hal tersebut dapat menimbulkan ketidakpuasan penghuni terhadap rumah subsidi yang mereka miliki, yang berpotensi mengarah kepada tingginya intensi penghuni untuk berpindah dari tempat tinggal mereka saat ini. Di sisi lain, ditemukan rumah subsidi program FLPP yang tidak dihuni, disewakan, dan dipindahtangankan oleh pemiliknya. Maka dari itu, penelitian ini bertujuan untuk mengetahui pengaruh tingkat kepuasan penghuni terhadap intensi untuk berpindah atau menetap di rumah subsidi. Penelitian ini mengambil studi kasus di Kabupaten Bekasi, dan data diperoleh dari hasil kuesioner kepada 100 responden yang tinggal di empat perumahan subsidi: Perumahan Logam Bangun Setia II, Puri Nirwana Residence, Grand Cikarang Village, dan Green New Residence. Tingkat kepuasan penghuni diukur dengan menggunakan analisis skoring skala likert, sementara identifikasi intensi penghuni rumah subsidi untuk berpindah atau menetap menggunakan analisis statistik deskriptif. Metode analisis Structural Equation Modelling Partial Least Square (SEM PLS) digunakan untuk menganalisis hubungan tingkat kepuasan penghuni terhadap intensi untuk berpindah atau menetap di rumah subsidi program FLPP. Hasil penelitian menunjukkan bahwa responden merasa cukup puas (tingkat kepuasan 65%) terhadap tempat tinggalnya. Meskipun responden merasa cukup puas, 82% responden menyatakan intensinya untuk menetap dan sebaliknya 18% responden berintensi untuk pindah dari rumah subsidi program FLPP. Pada penelitian ini ditemukan juga bahwa tingkat kepuasan akan kedekatan jarak fasilitas umum dan tempat kerja berpengaruh positif dan signifikan terhadap intensi penghuni untuk berpindah atau menetap di rumah subsidi. Sementara tingkat kepuasan akan karakteristik hunian, ketersediaan dan kualitas utilitas, kesehatan lingkungan hunian, keamanan lingkungan hunian, keterjangkauan harga, dan interaksi sosial tidak signifikan memengaruhi intensi penghuni untuk berpindah atau menetap di rumah subsidi.

The government has introduced innovative measures to address the housing backlog, including the implementation of a subsidized housing loan (KPR) program supported by a housing finance liquidity facility (FLPP). However, residents living in subsidized housing have raised concerns about the unsuitability of their dwellings, encompassing issues with clean water supply, sanitation, accessibility of public facilities, and poor-quality building materials. These grievances can lead to dissatisfaction among residents with their subsidized housing, potentially resulting in a higher intention to move from their current residence. Conversely, it has been observed that certain FLPP-subsidized houses remain unoccupied, rented out, or transferred by their owners. Consequently, this research aims to investigate the impact of occupant satisfaction on the intention to move or settle in subsidized housing. The study focuses on a case study in Bekasi Regency, and data were collected from 100 respondents residing in four subsidized housing: Logam Bangun Setia II Housing, Puri Nirwana Residence, Grand Cikarang Village, and Green New Residence. Resident satisfaction levels were measured using a Likert scale scoring analysis, while the intention to move or settle in subsidized housing was assessed through descriptive statistical analysis. The research employs the Structural Equation Modeling Partial Least Square (SEM PLS) analysis method to examine the relationship between occupant satisfaction and the intention to move or settle in subsidized housing under the FLPP program. The results revealed that a considerable proportion of respondents were quite satisfied (satisfaction rate of 65%) with their current housing. Despite this satisfaction level, 82% of respondents stated their intention to remain in their current residence, while 18% intended to move from the FLPP-subsidized housing. Additionally, the study found that occupant satisfaction with the proximity of public facilities and workplaces had a positive and significant impact on the intention to move or stay in subsidized housing. However, other factors, such as housing characteristics, utility availability and quality, residential environment health and safety, affordability, and social interaction, did not significantly affect the occupants' intention to move or stay in subsidized housing.
