Abstract

Kabupaten Karanganyar memiliki potensi di berbagai subsektor ekonomi kreatif, khususnya di subsektor seni pertunjukan. Selain seni pertunjukan, subsektor ekonomi kreatif yang potensial dikembangkan adalah subsektor kriya, fesyen, kuliner, musik, dan lain-lain. Sementara itu, belum adanya arahan/strategi khusus mengenai pengembangan ekonomi kreatif. Kabupaten Karanganyar menghadapi permasalahan strategis di bidang perekonomian seperti tingkat pengangguran terbuka (TPT) dan tingkat kemiskinan yang cukup tinggi serta rendahnya kualitas SDM. Dalam bidang ekonomi kreatif sendiri belum terdapat penelitian mengenai pengembangan yang terfokus pada subsektor tertentu. Untuk memaksimalkan potensi dan menuntaskan permasalahan yang ada, diperlukan identifikasi subsektor ekonomi kreatif unggulan dan potensial serta strategi pengembangannya yang berfokus pada usaha kecil dan menengah. Diperlukan kolaborasi aktif lima aktor penta helix, yaitu akademisi, pelaku usaha ekonomi kreatif, komunitas/kelompok usaha, pemerintah, dan media guna merumuskan arahan yang optimal dan efektif. Penelitian ini bertujuan untuk merumuskan strategi pengembangan sektor ekonomi kreatif di Kabupaten Karanganyar dengan kolaborasi penta helix. Tahapan dalam penelitian ini yang pertama adalah dilakukannya identifikasi kinerja subsektor ekonomi kreatif yang merupakan sektor unggulan, potensial, kurang berkembang, dan tidak efektif dengan metode analisis tipologi. Tahapan kedua adalah melakukan identifikasi faktor internal dan eksternal yang berpengaruh dalam pengembangan subsektor ekonomi kreatif unggulan dan potensial di Kabupaten Karanganyar dengan sumber data dari wawancara mendalam yang kemudian dianalisis menggunakan metode Content Analysis. Tahapan selanjutnya adalah perumusan strategi dengan data hasil sasaran kedua yang dianalisis menggunakan metode SWOT (IFAS EFAS). Berdasarkan hasil analisis, diketahui terdapat lima subsektor ekonomi kreatif yang menjadi unggulan di Kabupaten Karanganyar, yaitu dua subsektor jasa kreatif (seni pertunjukan dan musik) dan tiga subsektor barang kreatif (kuliner, fesyen, dan kriya). Berdasarkan matriks SWOT, subsektor barang kreatif berada di posisi kuadran III, yaitu “ubah strategi yang posisi dari tersebut dirumuskan strategi meminimalkan kelemahan dengan memanfaatkan peluang yang ada. Sementara subsektor jasa kreatif berada di posisi kuadran IV, yaitu “strategi bertahan” yang dari posisi tersebut perlu dirumuskan strategi meminimalkan kelemahan dan menghindari ancaman.

Karanganyar Regency has potential in various subsectors of the creative economy, especially in the performing arts subsector. In addition to performing arts, creative economy subsectors that have the potential to be developed are the craft, fashion, culinary, music, and other subsectors. Meanwhile, there is no specific direction/strategy regarding the development of the creative economy. Karanganyar Regency faces strategic problems in the economic sector such as Open Unemployment Rate (TPT) and high poverty rate as well as low quality of human resources. In the field of creative economy itself, there has been no research on development focused on certain subsectors. To maximize potential and solve existing problems, it is necessary to identify leading and potential creative economy subsectors and their development strategies that focus on small and medium enterprises. Active collaboration of five penta helix actors is needed, namely academics, creative economy business actors, communities/business groups, government, and the media to formulate optimal and effective directions. This research aims to formulate a strategy for developing the creative economy sector in Karanganyar Regency with penta helix collaboration. The first stage in this study is the identification of the performance of the creative economy subsector which is a superior, potential, underdeveloped, and ineffective sector with typological analysis methods. The second stage is to identify internal and external factors that influence the development of leading and potential creative economy subsectors in Karanganyar Regency with data sources from in-depth interviews which are then analyzed using the Content Analysis method. The next stage is the formulation of a strategy with data on the results of the second target analyzed using the SWOT method (IFAS EFAS). Based on the results of the analysis, it is known that there are five leading creative economy subsectors in Karanganyar Regency, namely two creative services subsectors (performing arts and music) and three creative goods subsectors (culinary, fashion, and crafts). Based on the SWOT matrix, the creative goods subsector is in quadrant III, which is "change the strategy from which the strategy is formulated to minimize weaknesses by taking advantage of existing opportunities. While the creative services subsector is in quadrant IV position, namely "defensive strategy" from which a strategy needs to be formulated to minimize weaknesses and avoid threats.
