Abstract

Kawasan Tambaksari digunakan untuk menjalankan sebagian tugas Dinas Sumber Daya Air dan Bina Marga Kota Surabaya, yaitu pengelasan unit, penyimpanan material, perbaikan unit, pengelasan dan perbaikan peralatan drainase, pengisian BBM, serta pengawasan dan pengamanan. Kawasan seluas 15.457 m2 ini memiliki fasilitas yang dibangun berdasarkan kebutuhan tiap dinas. Namun, tata letak fasilitas tidak dikelompokkan berdasarkan aktivitas sehingga menyebabkan terjadinya cross-movement. Aktivitas pada kawasan ini per hari memiliki total jarak perpindahan sebesar 1.604 m, backtracking sebesar 63,09%, dan cross-movement sebesar 19 titik. Selain itu, banyak ditemukan sumber potensi bahaya, seperti adanya tumpahan BBM dan oli, jalan berlumpur, pengelasan di tempat terbuka, dan lain sebagainya. Penelitian ini dilakukan untuk merancang tata letak fasilitas dan menerapkan Keselamatan dan Kesehatan Kerja (K3) di Kawasan Tambaksari agar perpindahan aktivitas dilakukan secara efektif, efisien, dan menggunakan sistem kontrol yang tepat. Perancangan diawali dengan identifikasi kebutuhan fasilitas, luas fasilitas, dan hubungan kedekatan antar fasilitas sehingga didapatkan 13 fasilitas dengan luas 21.499 m2. Selanjutnya, ketiga hal tersebut digunakan sebagai input pada Algoritma BLOCPLAN sehingga didapatkan beberapa alternatif tata letak. Selain itu, pengelolaan potensi bahaya dilakukan menggunakan metode HIRARC. Potensi bahaya diidentifikasi menggunakan metode PHA dan dilakukan penilaian tingkat risiko menggunakan FMEA. Dari kedua tools tersebut, didapatkan 20 potensi bahaya dengan nilai RPN tertinggi adalah 15, yaitu terjatuh. Kemudian, dilakukan perancanaan sistem kontrol menggunakan Hierarchy of Control yang diimplementasikan pada desain tata letak fasilitas. Selanjutnya, dilakukan FGD untuk memilih alternatif terbaik dan mengembangkan desain berdasarkan insight dari stakeholder dinas. Selanjutnya, dilakukan simulasi menggunakan software Arena untuk menilai utilitas workstation tiap workshop serta dilakukan penyesuaian berdasarkan hasil simulasi. Desain tata letak akan divisualisasikan melalui 2D dan 3D layout menggunakan software SketchUp Pro 2022. Rancangan desain tata letak ini diestimasikan dapat menurunkan total jarak perpindahan sebesar 47,32%, backtracking sebesar 43,31%, dan cross-movement sebesar 47,37%.

The Tambaksari area is used to do some of the tasks of the DSDABM, such as unit welding, material storage, unit repair, welding and repair of drainage equipment, fuel filling, monitoring, and security. The area has 15,457 m2 and the facilities were built based on the needs of each agency. However, the location of the facilities is not grouped by activity so that the cross-movement is occur. The activity in the area layout has a total displacement distance of 1,604 m, backtracking of 63.09%, and cross-movement of 19 points each day. In addition, many potential sources of danger have been found, such as fuel and oil spills, muddy roads, open welding, and so on. The research was conducted to design the layout of the facility and implement Occupational Safety and Health in the Tambaksari Area so that the movement of activities is done effectively, efficiently and implement the right control system. The design begins with the identification of facility needs, the area of the facility, and the proximity relationship between facilities so that 13 facilities are obtained with an area of 21,499 m2. Furthermore, these three things are used as input to the BLOCPLAN Algorithm so that several alternative layouts are obtained. In addition, the management of potential hazards is done using the HIRARC method. Potential hazards are identified using the PHA method and the risk level is assessed using FMEA. From the two tools, 20 potential hazards were obtained with the highest RPN value being 15, that falling. Then, the control system is planned using the Hierarchy of Control which is implemented in the facility layout design. Furthermore, an FGD was conducted to select the best alternative and develop a design based on the insights from the agency's stakeholders. Then, a simulation was done using the Arena software to assess the workstation utility for each workshop and made adjustments based on the results. The layout design will be visualized through 2D and 3D layouts using the SketchUp Pro 2022 software. It is estimated that this layout design can reduce the total moving distance by 47.32%, backtracking by 43.31%, and cross-movement by 47.37%.
