Abstract

PT Lamong Energi Indonesia merupakan salah satu Badan Usaha Milik Negara (BUMN) yang berfungsi untuk menyediakan listrik di pelabuhan. PT Lamong Energi Indonesia adalah anak perusahaan dari PT Terminal Teluk Lamong (PT TTL) yang menjadi bagian dari PT Pelabuhan Indonesia III (Pelindo III). Pertumbuhan permintaan listrik di pelabuhan dan industri semakin meningkat. Perusahaan harus memastikan bahwa sistem pengukuran kinerja dapat mengukur segala aspek bisnis perusahaan. Pengukuran kinerja pada PT Lamong Energi Indonesia saat ini menggunakan sistem tradisional yang fokus kepada aspek keuangan dan juga operasional yang dapat dilihat dari indikator kinerja yang dimiliki. Oleh karena itu, PT Lamong Energi Indonesia memerlukan sistem pengukuran kinerja yang komprehensif sehingga dapat mengukur segala aspek internal dan eksternal perusahaan agar perusaaan dapat mengevaluasi kekurangan yang dimiliki oleh perusahaan.
Dalam penelitian ini, metode yang digunakan adalah balanced scorecard. Metode tersebut memiliki empat prespektif yang mencakup prespektif keuangan dan non keuangan yaitu, keuangan, pelanggan, proses bisnis internal serta pertumbuhan dan pembelajaran. Balanced Scorecard akan digunakan sebagai dasar dalam pembuatan sasaran strategi dan KPI yang diselaraskan dengan visi, misi serta tujuan dari perusahaan. Setelah itu, akan disusun KPI properties pada level korporat dan akan dilakukan cascading untuk level departemen operasional. Dari hasil penelitian, didapatkan 11 sasaran strategis dengan 25 KPI untuk level korporat, 8 sasaran strategis dengan 17 KPI untuk Departemen Pengembangan Bisnis dan Komersial, 8 sasaran strategis dengan 16 KPI untuk Departemen Operasi dan Teknik, 7 Sasaran strategis dengan 13 KPI untuk Departemen Umum dan Pengadaan serta 8 sasaran strategis dengan 14 KPI untuk Departemen Sumber Daya Manusia dan Keuangan. Selain itu, dihasilkan dashboard pengukuran kinerja untuk memberkan tampilan grafis dari ketercapaian level perusahaan dan level depertemen.

PT Lamong Energi Indonesia is one of the State-Owned Enterprises (SOEs) that functions to provide electricity at the port. PT Lamong Energi Indonesia is a subsidiary of PT Terminal Teluk Lamong (PT TTL) which is part of PT Pelabuhan Indonesia III (Pelindo III). The growth of electricity demand in ports and industries is increasing. The company must ensure that the performance measurement system can measure all aspects of the company's business. Performance measurement at PT Lamong Energi Indonesia currently uses a traditional system that focuses on financial and operational aspects that can be seen from its performance indicators. Therefore, PT Lamong Energi Indonesia needs a comprehensive performance measurement system so that it can measure all internal and external aspects of the company so that the company can evaluate the shortcomings of the company.
In this research, the method used is the balanced scorecard. The method has four perspectives that include financial and non-financial perspectives, namely, finance, customers, internal business processes and growth and learning. The Balanced Scorecard will be used as the basis for creating strategic objectives and KPIs that are aligned with the vision, mission and goals of the company. After that, KPI properties will be prepared at the corporate level and will be cascaded to the operational department level. From the research results, 11 strategic obejectives with 25 KPIs were obtained for the corporate level, 8 strategic objectives with 17 KPIs for the Business Development and Commercial Department, 8 strategic objectives with 16 KPIs for the Operations and Engineering Department, 7 strategic objective with 13 KPIs for the General and Procurement Department and 8 strategic objectives with 14 KPIs for the Human Resources and Finance Department. Therefore, PT Lamong Energi Indonesia needs a comprehensive performance measurement system so that it can measure all internal and external aspects of the company so that the company can evaluate the shortcomings of the company.
