Abstract
Bukit Yotoro Yomanjo merupakan objek wisata yang terletak di pulau Serebeperon, Kampung Kwadewar Distrik Waibu, Kabupaten Jayapura. Bukit Yotoro yomanjo memiliki potensi daya tarik alam yang alami, akan tetapi potensi tersebut yang ada di kawasan objek Bukit Yotoro belum memberikan keuntungan di sektor pariwisata, terutama untuk meningkatkan kesehjateraan masyarakat setempat. Karena belum terkelola dan dikembangkan dengan baik. Tujuan dari penelitian ini memberikan arahan terkait dalam pengembangan kawasan objek Bukit Yotoro Yomanjo, diharapkan dalam penelitian ini dapat meningkatkan kunjungan wisatawan serta menjadi peluang usaha bagi masyarakat Kampung Kwadeware. Penelitian ini menggunakan metode Delphi untuk menentukan faktor-faktor pendukung yang berpengaruh dalam pengembangan kawasan Bukit Yotoro, kemudian di identifikasi melalui analisis deskriptif pada kondisi eksisting kawasan objek Bukit Yotoro, didapatkan dari penelitian ini adalah ketersediaan Aksesibilitias, Toilet dan sanitasi, serta sarana penunjang wisata lainnya belum tersedia dan tidak memadai pada
kawasan objek, selain itu didapatkan belum adanya keterlibatan dan kurangnya koordinasi antara stakeholder yang memiliki peran penting dalam pengembangan kawasan objek wisata dan terahkir dilakukan Analisis Triangulasi untuk merumuskan arahan pengembangannya. Dalam perumusan arahan pengembangan disesuaikan dengan kondisi eksisting kawasan objek Bukit Yotoro yaitu menyediakan sarana dan prasana untuk menunjang kegiatan wisata serta penambahan beberapa daya tarik buatan dengan demikian akan menjadi salah satu destinasi wisata yang ada di Distrik Waibu, Kabupaten Jayapura

Yotoro Yomanjo Hill is a tourist attraction located on the island of Serebeperon, Kwadewar Village, Waibu District, Jayapura Regency. Yotoro Yomanjo Hill has the potential for natural attractions, but this potential in the Yotoro Hill object area has not provided benefits in the tourism sector, especially to improve the welfare of the local community. Because it has not been managed and developed properly. The purpose of this study is to provide related directions in the development of the Yotoro Yomanjo Hill object area, it is hoped that this study can increase tourist visits and become a business opportunity for the people of Kwadeware Village. This study uses the Delphi method to determine the supporting factors that influence the development of the Yotoro Hill area, then identified through descriptive analysis on the existing conditions of the Yotoro Hill object area, obtained from this study is the availability of accessibility, toilets and sanitation, as well as other tourism support facilities are not yet available and inadequate in the object area, besides that it is found that there is no involvement and lack of coordination between stakeholders who have an important role in the development of tourist attraction areas and finally a Triangulation Analysis is carried out to formulate development directions. In the formulation of development directions adjusted to the existing conditions of the Yotoro Hill object area, namely providing facilities and infrastructure to support tourism activities and the addition of several artificial attractions, thus it will become one of the tourist destinations in Waibu District, Jayapura Regency
