Abstract

Timbulan sampah makanan meningkat seiring dengan pertambahan jumlah penduduk. Usaha kuliner termasuk salah satu sumber penghasil sampah makanan pada tahap konsumsi. Pengelolaan sampah makanan saat ini hanya mengandalkan pengumpulan, pengangkutan dan pembuangan akhir tanpa adanya pengolahan terlebih dahulu. Perencanaan ini bertujuan mengidentifikasi timbulan dan komposisi sampah makanan usaha kuliner, pengolahan sampah makanan, dan aspek finansial fasilitas Black Soldier Fly (BSF) di Kecamatan Sukolilo, Surabaya.
Perencanaan ini diawali dengan penentuan jumlah usaha kuliner di Kecamatan Sukolilo. Pengumpulan data timbulan dan komposisi sampah dilakukan sesuai dengan SNI 19-3694-1994. Data timbulan dan komposisi sampah digunakan sebagai dasar dalam merencanakan pewadahan, pengumpulan, fasilitas BSF, sarana dan prasarana penunjang, dan SDM pengelola fasilitas. Peta wilayah perencanaan dan lokasi usaha kuliner disusun dengan software QGIS. Aspek finansial meliputi biaya investasi, operasional, dan pemasukan. Biaya investasi didapatkan dari perhitungan Bill of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB) perencanaan berdasarkan Harga Satuan Pokok Kegiatan (HSPK) Kota Surabaya. Produk penjualan fasilitas BSF yakni larva BSF dan pengolahan residu berupa kompos. Analisis finansial menggunakan metode Benefit Cost Ratio (BCR) dan Net Present Value (NPV).
Laju timbulan sampah makanan usaha kuliner sebesar 0,06 kg/m2hari dengan komposisi sampah makanan terbesar berasal dari sereal. Potensi timbulan sampah makanan Kecamatan Sukolilo untuk diolah pada fasilitas BSF sebesar 499,39 kg/hari atau 1,09 m3/hari. Kebutuhan lahan yang diperlukan untuk fasilitas BSF sebesar 750 m2. Biaya yang dihasilkan terdiri dari biaya investasi sebesar Rp. 596.820.783,00, biaya operasional sebesar Rp. 526.132.936,00/tahun, dan biaya pemasukan sebesar Rp. 780.763.200,00/tahun. Analisis finansial fasilitas BSF menyatakan perencanaan layak secara finansial dengan nilai BCR lebih dari 1 sebesar 1,61 serta nilai NPV lebih dari 0 sebesar Rp. 368.428.252.

The amount of food waste increases with the increase in population. Culinary business is one of the sources that produce food waste at the consumption stage. Food waste management currently only relies on collection, transportation and final disposal without any prior processing. This plan aims to identify the quantities and composition of food waste for culinary businesses, food waste processing, and the financial aspects of the Black Soldier Fly (BSF) facility in Sukolilo District, Surabaya.
This planning begins with determining the number of culinary businesses in Sukolilo District. Collection of data on waste generation and composition is carried out in accordance with SNI 19-3694-1994. Data on waste quantities and composition are used as a basis for planning storage, collection, BSF facilities, supporting facilities and infrastructure, and human resources managing facilities. Map of planning area and location site of culinary business prepared with QGIS software. The financial aspect includes investment, operational and income. Investment costs are obtained from the calculation of the Bill of Quantity (BOQ) and the Planning Budget Plan based on the City of Surabaya's Main Activity Unit Price. Products sold by the BSF facility are BSF larvae and residue processing in the form of compost. Financial analysis uses the Benefit Cost Ratio (BCR) and Net Present Value (NPV) methods.
The rate of food waste generation for culinary businesses is 0.06 kg/m2day with the largest composition of food waste coming from cereals. The potential for food waste generation in Sukolilo District to be processed at the BSF facility is 499,39 kg/day or 1,09 m3/day. The land requirement required for the BSF facility is 750 m2. The resulting costs consist of investment costs of Rp. 596.820.783,00, operational costs of Rp. 526.132.936,00/year, and an income fee of Rp. 780.763.200,00/year. Financial analysis of BSF facilities states that planning is financially feasible with a BCR value of more than 1, which is 1,61 and an NPV value of more than 0, which is Rp. 368.428.252.
