Abstract

PT Pertamina Patra Niaga adalah subholding company dari PT Pertamina (Persero) yang bertanggung jawab atas pendistribusian bahan bakar minyak (BBM), salah satunya adalah Pertalite. Untuk menjamin ketersediaan stok Pertalite di setiap terminal depo, PT Pertamina Patra Niaga harus melakukan penjadwalan kapal untuk pengiriman impor. Penjadwalan kapal untuk impor harus mempertimbangkan jadwal pemuatan atau pembongkaran kargo yang sudah dilakukan pengadaan, jadwal backloading dan local demand, serta jadwal domestic supply di setiap terminal depo. Jadwal bongkar atau muat kargo yang sudah ditetapkan mengharuskan PT Pertamina Patra Niaga mempertimbangkan biaya tunggu (demurrage) dan biaya milk run agar semua kargo teralokasikan tanpa menyebabkan over-capacity. Penelitian ini bertujuan untuk mengembangkan model Inventory Ship Routing Problem with Fixed Cargo and Split-Delivery menggunakan algoritma constructive heuristic dan tabu search dalam Visual Basic Application (VBA) Microsoft Excel untuk meminimalkan biaya penjadwalan kapal Liner dengan kargo yang memiliki jadwal muat atau bongkar tetap. Percobaan numerik dilakukan dengan tiga skenario: mengubah tingkat persediaan awal di setiap terminal depo, memodifikasi jadwal muat atau bongkar kargo, dan mengubah data input secara mingguan selama penjadwalan berlangsung. Hasil penjadwalan menunjukkan bahwa tingkat persediaan awal dari terminal depo berpengaruh signifikan terhadap pemilihan tujuan dan rescheduling dengan mengubah input data selama periode perencanaan memungkinkan untuk dilakukan pada model ini.

PT Pertamina Patra Niaga is a subholding company of PT Pertamina (Persero) responsible for the distribution of fuel oil, one of which is Pertalite. To ensure the availability of Pertalite stock at each terminal depot, PT Pertamina Patra Niaga must schedule vessel deliveries for imports. The scheduling of vessel imports must consider the loading or unloading schedule of the procured cargo, backloading and local demand schedule, as well as the domestic supply schedule at each terminal depot. The fixed loading or unloading schedule of the cargo requires PT Pertamina Patra Niaga to consider demurrage costs and milk run costs to allocate all cargoes without causing over-capacity. This research aims to develop an Inventory Ship Routing Problem with Fixed Cargo and Split-Delivery model using constructive heuristic and tabu search algorithms in Microsoft Excel's Visual Basic Application (VBA) to minimize the scheduling cost of Liner vessels with cargoes that have fixed loading or unloading schedules. Numerical experiments are conducted with three scenarios: changing the initial stock level at each terminal depot, modifying the loading or unloading schedule of cargo, and changing the input data weekly during the scheduling process. The scheduling results show that the initial stock level of the terminal depot significantly affects destination selection and rescheduling, and changing input data during the planning period is feasible in this model.
