Abstract

Organisasi Kesehatan Dunia (WHO) melaporkan bahwa sekitar 16% populasi dunia memiliki kecacatan yang signifikan. Di Asia Tenggara, Indonesia menonjol dengan tingkat prevalensi disabilitas tertinggi sebesar 8,6%. Pada tahun 2020, ini berjumlah sekitar 22,5 juta orang, kira- kira 5% dari populasi Indonesia. Sebaliknya, Singapura memiliki sekitar 3% penduduknya yang hidup dengan disabilitas. Singapura secara aktif bekerja untuk menjadi negara inklusif pada tahun2026, sebagaimana diuraikan dalam rencana induknya. Surabaya, kota terbesar kedua di Indonesia, mencatat total 9.852 penyandang disabilitas pada tahun 2020. Penyandang disabilitas memiliki hak yang sama dengan orang lain, termasuk akses dan penikmatan ruang publik, para penyandang disabilitas ini menghadapi tantangan di Surabaya. Taman Bungkul Surabaya dinilai tidak ramah disabilitas oleh komunitas penyandang disabilitas pada tahun 2017 silam, sehingga perlu dilakukan evaluasi seberapa layak Taman Bungkul untuk para disabilitas. Penelitian terdiri dari dua tahap yaitu mengidentifikasi faktor-faktor yang berkontribusi terhadap ruang publik ramah disabilitas di kawasan Taman Bungkul Surabaya, dan menilai kinerja Taman Bungkul dalam mengakomodasi penyandang disabilitas. Hasil evaluasi menunjukkan bahwa tingkat ramah disabilitas Taman Bungkul Surabaya dominan dicirikan oleh variabel dengan tingkat ramah disabilitas yang rendah, skor antara 1 dan 1,7 untuk delapan variabel. Namun, tiga variabel lainnya tergolong memiliki tingkat keramahan-disabilitas sedang, dengan skor antara 1,7 dan 2,4. Taman Bungkul mendapatkan skor ramah disabilitas sebesar 1,39 yang berarti masuk dalam kategori rendah dan tidak dianggap sebagai ruang publik ramah disabilitas.

The World Health Organization (WHO) reports that approximately 16% of the world's population has a significant disability. Among Southeast Asian countries, Indonesia stands out with thehighest prevalence rate of disability at 8.6%. In 2020, this amounted to around 22.5 million people, accounting for roughly 5% of Indonesia's population. In contrast, Singapore has about 3% of its population living with a disability. Singapore is actively working towards becoming an inclusive nation by 2026, as outlined in its master plan. Surabaya, the second-largest city in Indonesia, recorded a total of 9,852 persons with disabilities in 2020. Despite having the same rights as other people, including access to and enjoyment of public spaces, people with disabilities in Surabaya face challenges. Bungkul Park in Surabaya was considered not disability-friendly disabled community in 2017, making it necessary to evaluate its appropriateness for persons with disabilities. The research consisted of two stages: first, identifying the factors that contribute to disability-friendly public spaces in the Taman Bungkul Surabaya area, and second, assessing the performance of Taman Bungkul in accommodating people with disabilities. The evaluation results show that Taman Bungkul Surabaya predominantly exhibits a low level of disability-friendliness, with scores between 1 and 1.7 for eight variables. However, three other variables were classifiedas having a moderate level of disability-friendliness, scoring between 1.7 and 2.4. Bungkul Park receives a disability-friendly score of 1.39, which means it falls into the low category and is not considered a disability-friendly public space.
