Abstract
Penguatan mitigasi bencana merupakan langkah efektif dalam pengurangan risiko bencana. Surabaya memiliki dua jalur patahan, yaitu patahan Kendeng dan Waru. Untuk indeks risiko gempa di setiap wilayah Surabaya, dari sedang hingga tinggi. Implementasi mitigasi gempa di Surabaya telah dilakukan dengan kerjasama Inggris dan Indonesia dalam menyusun dokumen Program Mitigasi Risiko dan Tindakan Prioritas. Studi ini berfokus pada Program Mitigasi Risiko dan Tindakan Prioritas dengan menganalisis apakah program yang diusulkan dalam dokumen tersebut dapat diterapkan di kota Surabaya, dengan output menentukan strategi peningkatan kelayakan untuk setiap program. Kajian ini menggunakan pendekatan kualitatif yang melibatkan pemangku kepentingan pemerintah, publik, dan swasta. Narasumber utama dipilih dari 10 pemangku kepentingan. Pengumpulan data dilakukan melalui wawancara dan kuesioner dengan fokus pada variabel evaluasi program dan tindakan. Penilaian kelayakan menggunakan Indeks Kelayakan untuk menentukan tingkat kelayakan dengan mempertimbangkan empat kriteria: kode posisi, Probabilitas, Fraksi Sumber Daya yang Tersedia, dan Peringkat Sumber Daya. Selanjutnya, penggunaan 15 variabel dalam penentuan tingkat kelayakan dibagi menjadi 5 aspek penilaian yaitu Teknik, Ekonomi, Hukum, Operasional, dan Jadwal, dimana masing-masing aspek terdiri dari 3 variabel sebagai alat ukur. Penggunaan Content analysis untuk mengumpulkan informasi dari hasil wawancara dan menghasilkan keluaran dalam menentukan strategi untuk meningkatkan kelayakan. Penelitian ini mengidentifikasi dua tingkat kelayakan: sedang dan rendah. Kelayakan sedang melibatkan pengoptimalan kolaborasi dan pengelolaan sumber daya antar lembaga untuk tanggap dan kesiapsiagaan bencana. Kelayakan rendah melibatkan peningkatan keberlanjutan program dan kegiatan kesadaran bencana. Terdapat 37 strategi peningkatan kelayakan program dalam 14 program Mitigasi Risiko, yang memuat 96 Aksi Prioritas Kota Surabaya. ================================================================================================================================
Strengthening disaster mitigation is an effective step in disaster risk reduction. Surabaya has two fault lines, namely the Kendeng and Waru faults. For earthquake risk index in each area of Surabaya, from moderate to high. The implementation of earthquake mitigation in Surabaya has been carried out with the cooperation of the British and Indonesia in compiling the Risk Mitigation Program and Priority Action documents. This study focuses on the Risk Mitigation Program and Priority Action by analyzing whether the program proposed in the document can be implemented in the city of Surabaya, with the output determining the feasibility improvement strategy for each program. The study utilized a qualitative approach, involving government, public, and private stakeholders. Key resource people were selected from 10 stakeholders. Data was collected through interviews and questionnaires, focusing on program and action evaluation variables. The feasibility assessment uses the Feasibility Index to determine the feasibility level by considering four criteria: position code, Probability, Available Resource Fraction, and Resource Rating. Furthermore, the use of 15 variables in determining the level of feasibility is divided into 5 aspects of the assessment, namely Technics, Economics, Law, Operations, and Schedules, where each aspect consists of 3 variables as a measuring tool. Use of Content analysis to gather information from interview results and produce outputs in determining strategies to increase feasibility. The research identified two feasibility levels: moderate and low. Moderate feasibility involves optimizing collaboration and resource management among agencies for disaster response and preparedness. Low feasibility involves enhancing program sustainability and disaster awareness activities. There were 37 strategies to improve program feasibility in 14 Risk Mitigation programs, which contained 96 Priority Actions for the City of Surabaya.
