Abstract

Kota Surabaya memiliki ancaman terjadi bencana gempa bumi dengan kekuatan 6.5 SR. Hal ini disebabkan adanya Sesar Surabaya dan Sesar Waru yang melewati Kota Surabaya. Dalam menghadapi ancaman tersebut, diperlukan adanya infrastruktur darurat logistik sehingga dapat mengurangi dampak kerugian yang ditimbulkan. Studi sebelumnya menunjukkan bahwa kesiapan infrastruktur darurat logistik dalam merespon potensi gempa bumi masih belum cukup dan tidak terdefinisikan. Oleh karena itu, penelitian dilakukan untuk menyusun konsep penyediaan infrastruktur darurat logistik menghadapi dampak potensi bencana gempa bumi.
Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk menentukan konsep penyediaan infrastruktur darurat logistik. Pada sasaran 1 penelitian menggunakan teknik analisis konten yang dilakukan melalui wawancara mendalam terhadap responden terpilih berdasarkan purposive sampling. Output dari sasaran 1 adalah kriteria-kriteria penyediaan infrastruktur darurat logistik. Dilanjut sasaran 2 penelitian menggunakan teknik validasi triangulasi, sumber data dengan membandingkan kriteria pada sasaran 1, best practice, dan kebijakan atau pedoman. Output dari sasaran 2 adalah konsep penyediaan infrastruktur darurat logistik dalam menghadapi dampak potensi bencana gempa bumi di Kota Surabaya.Output dari sasaran 1 menghasilkan 47 kriteria umum penyediaan infrastruktur darurat logistik terkait ketersediaan barang logistik perlu mempertimbangkan hasil kajian tim TRC lapangan, permintaan barang berdasarkan kebutuhan korban bencana, dan koordinasi dengan stakeholder penanggulangan bencana terkait kesenjangan barang logistik; ketersediaan ruang penyimpanan perlu mempertimbangkan lokasi ruang penyimpanan, fasilitas dan keamanan ruang penyimpanan. Selanjutnya kemudahan distribusi perlu mempertimbangkan ketersediaan moda transportasi dan keamanan distribusi. Output sasaran 2 terbagi atas 2 fase bencana: 1) Fase mitigasi berfokus pada inventarisasi peralatan dan barang logistik, pengaktifan ruang penyimpanan, inventarisasi kendaraan distribusi, pemeliharaan kendaraan distribusi, penyusun rencana kontigensi gempa bumi Kota Surabaya, pembentukan klaster logistik, dan pembentukan dan pelatihan tim TRC, dan 2) Fase tanggap darurat dilakukan pendirian titik distribusi dan ruang penyimpanan sementara, pelibatan TNI POLRI, kerja sama pemerintah dengan swasta terkait pengadaan barang barang logistik, pengalokasian anggaran pengadaan logistik, mobilisasi barang logistik kepada korban, mobilisasi tim TRC, dan pengaktifan klaster logistik dalam operasi tanggap darurat.

An earthquake with a magnitude of 6.5 is threatening the city of Surabaya. This is due to the Surabaya Fault and the Waru Fault, both of which run through Surabaya City. To mitigate the impact of losses caused by this threat, emergency logistical infrastructure is required. Previous research found that the readiness of emergency logistics infrastructure to respond to possible earthquakes is still weak and imprecise. Therefore, research was carried out to establish the concept of providing emergency logistical infrastructure to deal with the effects of prospective earthquake disasters.This research was a qualitative study that aimed to determine the concept of emergency logistics infrastructure provision. In target 1, the research used content analysis techniques conducted through in-depth interviews with selected respondents based on purposive sampling. The output of target 1 was the criteria for providing emergency logistics infrastructure. Target 2 continued using triangulation validation techniques, and data sources by comparing criteria in Target 1, best practices, and policies or guidelines. The output of Objective 2 was the concept of emergency logistics infrastructure provision in dealing with the impact of potential earthquake disasters in Surabaya City.
The output of Objective 1 resulted in 47 general criteria for the provision of emergency logistics infrastructure related to the availability of logistics goods need to consider the results of the TRC field team study, requests for logistics goods based on the needs of disaster victims, and coordination with disaster management stakeholders related to the gap in logistics goods; the availability of storage space needed to consider the location of storage space, facilities and security of storage space. Furthermore, ease of distribution needed to consider the availability of transportation modes and security during distribution. Output target 2 was divided into 2 disaster phases: 1) The mitigation phase focused on inventorying logistics equipment and goods, activating storage rooms, inventorying distribution vehicles, maintaining distribution vehicles, preparing an earthquake contingency plan for Surabaya City, establishing logistics clusters, establishing and training TRC teams, and 2) The emergency response phase was conducted by establishing distribution points and temporary storage rooms, involving the TNI and POLRI, government cooperation with the private sector regarding the procurement of logistics goods, allocating logistics procurement budgets, mobilizing logistics goods to victims, mobilizing TRC teams, and activating logistics clusters in emergency response operations.
