Abstract

Munculnya layanan transportasi berbasis online membawa dampak positif maupun dampak negatif, khususnya untuk mobilitas perkotaan. Salah satunya dapat terlihat pada jam-jam sibuk atau peak hours di pagi hari dan sore hari dimana sebagian besar ruang jalanan didominasi oleh motor dan pengemudi ojek online berupa motor. Surabaya memiliki level kemacetan yang sangat tinggi sehingga dinyatakan sebagai kota termacet di Indonesia menurut INRIX, 2021. (Widjayanto, 2022), sebanyak 22,35% kendaraan yang beroperasi di jalanan merupakan ojek online berupa motor sedangkan jumlah kendaraan umum khususnya bus yang beroperasi hanya 3,02% dari keseluruhan kendaraan yang beroperasi di Surabaya. Belakangan ini Pemerintah Surabaya sedang gencar-gencar nya melakukan penambahan transportasi umum berupa bus dengan harga yang sangat murah dan berfasilitas modern berupa bus Trans Semanggi dan feeder Wira Wiri.
Penelitian ini mengkaji potensi modal shift angkutan ojek online berbasis sepeda motor ke angkutan bus Trans Semanggi dan feeder Wira Wiri sebagai angkutan pengumpan yang terintegrasi dengan angkutan lainnya di Surabaya sebagai upaya menurunkan tingkat kemacetan dan meningkatkan penggunaan angkutan umum. Untuk mencapai tujuan tersebut, terdapat 3 sasaran dalam penelitian ini yaitu: 1) Mengidentifikasi variabel penentu yang menjadi faktor pemilihan pengguna moda transportasi; 2) Mengidentifikasi karakteristik pengguna moda ojek online dan bus Trans Semanggi Suroboyo; dan 3) Mengukur besar peluang peralihan moda yang mempengaruhi peralihan moda dari ojek online ke angkutan umum bus Trans Semanggi Suroboyo.
Hasil dari penelitian ini adalah terdapat variabel independent yang mempengaruhi peluang peralihan moda dari ojek online ke bus Trans Semanggi yaitu variabel biaya bus (X14B), Kehandalan Bus (X15B) dan perilaku supir bus (X16B) dari hasil tersebut juga didapatkan hasil peluang sebesar 30,32% dan peluang intervensi terbesar adalah 45,88%.

The emergence of online-based transportation services has had both positive and negative impacts, especially for urban mobility. One of them can be seen during peak hours in the morning and evening where most of the street space is dominated by motorcycles and online ojek motorcycles. Surabaya has a high level of congestion so that it is declared the most congested city in Indonesia according to INRIX, 2021. (Widjayanto, 2022), 22.35% of vehicles operating on the streets are online ojek motorcycle while the number of public transprotation, especially buses that operate only 3,02% of the total operating vehicles in Surabaya. Recently, the Government of Surabaya has been intensively increasing public transportation with very low prices and modern facilities, Trans Semanggi buses and Wira Wiri feeders. This study examines the potential of online ojek motorcycle shifts to Trans Semanggi bus transportation and Wira Wiri feeder as public transport that is integrated with other transportation in Surabaya as an effort to reduce congestion levels and increase public transportation use. This research aims to: 1) Identify the determining variables who become factors in selecting users of transportation modes; 2) Identify the characteristics of users of the online ojek mode and the Trans Semanggi Suroboyo bus; and 3) Measure of the modal shift opportunities that affect the mode shift from online ojek to the Trans Semanggi Suroboyo bus. The results found that modal shifting was influenced by bus cost variables (X14B), Bus Reliability (X15B) and bus driver behavior (X16B). Also, from these results obtained the probability of modal shift is 30,32% and the biggest intervention chance is 45.88%.
