Abstract

Stasiun Cisauk, sebagai pusat transportasi yang terletak di Kabupaten Tangerang, dipilih sebagai lokasi implementasi pendekatan Transit-Oriented Development (TOD). Konsep TOD berfokus pada upaya mengurangi penggunaan kendaraan pribadi dan beralih ke gaya hidup dengan menggunakan transportasi massa. Dalam konsep di mana penggunaan transportasi umum menjadi sorotan, kelakuan berjalan kaki di suatu area menjadi salah satu komponen yang paling penting untuk memastikan bahwa masyarakat dapat mengakses sarana transportasi massa yang tersedia di lokasi terkait. Namun, di Stasiun Cisauk, masih terdapat banyak masalah seputar kualitas lingkungan pejalan kaki yang terlihat dari segi fisiknya. Tujuan dari penelitian ini adalah untuk menilai kelakuan berjalan kaki di sekitar Stasiun Cisauk guna menentukan indikator dan variabel yang harus diprioritaskan dalam arah pengembangan yang dapat diterapkan untuk meningkatkan kualitas komponen pejalan kaki dan Transit-Oriented Development. Persepsi para pejalan kaki dianggap sebagai masukan utama dalam penelitian ini untuk memastikan bahwa tuntutan dan pendapat masyarakat, sebagai pengguna utama fasilitas yang disediakan di area tersebut, dapat langsung ditangani. Penelitian ini menggunakan variasi dari Global Walkability Index serta Analisis Multicriteria Satisfaction untuk mengumpulkan persepsi pengguna dalam menentukan variabel prioritas, yang akan menjadi referensi utama dalam formulasi arah pengembangan yang akan disarankan untuk area penelitian ini. Hasil penelitian menunjukkan bahwa tingkat kelakuan berjalan kaki di area tersebut diperkirakan sebesar 28,71, menunjukkan kondisi di mana fasilitas yang terletak dalam batas penelitian tidak dapat diakses dengan efektif melalui berjalan kaki. Begitu pula hasil kepuasan pengguna yang tercermin melalui nilai kepuasan global menunjukan angka sebesar 56,41%. Nilai ini menunjukkan bahwa pejalan kaki di area tersebut umumnya merasa belum puas dengan lingkungan pejalan kaki yang ada di sekitar Stasiun Cisauk. Melalui kedua analisis ini, parameter ketersediaan penyeberangan, penyediaan jalan dengan lebar yang memadai, pemeliharaan dan kebersihan jalur pejalan kaki, penyediaan rambu jalan, kualitas fasilitas untuk komunitas rentan, serta proporsi jalur pejalan kaki yang dilindungi oleh naungan, ditetapkan sebagai variabel prioritas dari penelitian ini. Strategi yang diusulkan berfokus pada pembentukan area yang ditujukan secara khusus untuk pejalan kaki dan penyediaan penyeberangan yang terintegrasi dengan komponen pejalan kaki lainnya untuk memastikan ruang berjalan yang dirancang dengan baik dan efisien. Langkah-langkah ini bertujuan untuk meningkatkan inklusivitas infrastruktur dan fasilitas agar dapat mengakomodasi berbagai jenis pejalan kaki yang mungkin mengakses area tersebut saat sudah berkembang menjadi zona Transit Oriented Development yang beroperasi penuh.

Cisauk station, a transportation hub located within the Tangerang Regency, was chosen as the site for the implementation of a Transit-Oriented Development (TOD) approach. The notion of TOD revolves around the efforts to reduce private vehicle usage into the transition to a mass transit lifestyle. In a concept where the use of public transportation becomes the highlight, the walkability of an area becomes one of the most crucial components to ensure that civilians can access the means of mass transportation provided within the related site. In the case of Cisauk Station, however, many issues surrounding the quality of the pedestrian environment are still evident in its physical form. The aim of this study is to assess the walkability of areas surrounding Cisauk Station to determine indicators and variables that must be prioritized in terms of development directions that can be implemented to enhance the quality of pedestrian and Transit-Oriented Development components. The perception of pedestrians is perceived as the main input in this research to ensure that society’s demands and opinions, as the main user of the facilities provided in the area, are directly addressed. This study utilizes a variation to the Global Walkability Index as well as the Multicriteria Satisfaction Analysis to compile the perception of users in determining priority variables, which will be the main reference for the formulation of development directions that will be suggested for the study area. The result of the study shows that the walkability level of the area is estimated at a value of 28.71, indicating a state where facilities located within the study delineation cannot be effectively accessed by means of walking. Similarly, the user satisfaction results, which are reflected through the global satisfaction value, are estimated at 56.41%. This value points to the conclusion that pedestrians within the area have not yet reached a level of satisfaction with the overall pedestrian environment that exists within the vicinity of Cisauk Station. Through these two analyses, the parameters of crossing availability, provision of pathways with adequate road size, maintenance and cleanliness of walking paths, provision of street signs, quality of facilities for vulnerable communities, as well as proportion of pedestrian paths that are covered with shading, are designated as the priority variables from this study. The proposed strategies formulated in response primarily focus on establishing designated areas exclusively for pedestrians and incorporating integrated crossings to ensure well-designed and efficient walking spaces. These measures aim to enhance the inclusivity of the infrastructure and amenities to accommodate the diverse range of pedestrians that may access the area as it develops into a fully operational Transit Oriented Development zone in the future.
