Abstract

I-BEC atau Indonesia Blue energy for Blue Economy Center merupakan sebuah konsorsium yang didirikan oleh ITS dimana bekerjasama dengan Heriot-Watt University (HWU) dan Aquatera sebagai wadah atau pusat riset energi laut (marine renewable energy center) di Indonesia di tahun 2021. I-BEC ditujukan untuk memecahkan permasalahan “Blue energy” dan “Blue Economy” di Indonesia yang mana masih belum berkembang dan belum bisa mendorong pengembangan Energi Baru Terbarukan (EBT) untuk mampu memberikan pasokan energi listrik terbarukan tanpa emisi karbon. I-BEC yang baru saja berdiri memerlukan kesinambungan antar proses bisnisnya untuk mencapai tujuannya sehingga dibutuhkan sebuah bentuk proses bisnis yang tepat serta sistematis. Penelitian ini bertujuan untuk mengembangkan model pengelolaan konsorsium I-BEC yang dapat mencapai target dengan efektif, efisien, dan berkelanjutan. Kesinambungan elemen-elemen diharapkan mampu membawa I-BEC mencapai bisnis yang dapat bergerak seperti pemain blue energy lain seperti European Marine Centre (EMEC). Proses untuk I-BEC dapat mencapai proses bisnis yang berkesinambungan tersebut tesebut dibutuhkan elemen seperti visi-misi yang SMART (Specific, Measureable, Achievable, Realistic and Time Bound), pemahaman akan pemain blue energy lainnya, struktur organisasi yang sesuai, target Key Performance Indicator (KPI) yang dapat menjawab proses bisnisnya, dan peta jalan target I-BEC. Cara yang dilakukan dalam penelitian ini adalah dengan pembentukan visi-misi berdasarkan FGD histori serta wawancara internal dengan menggunakan metode Delphi dari I-BEC dan analisis PESTLE, kemudian penyusunan model bisnis berbentuk Business Model Canvas (BMC) – juga penyusunan proses bisnis, hingga pembentukan struktur organisasi dan cascading KPI dari I-BEC. Diharapkan dari penelitian ini mampu memberikan output sebuah model proses bisnis yang tepat bagi I-BEC yang ingin berfokus sebagai NPO (Non-Profit Organization) pada 2 tahun pertamanya sehingga I-BEC mampu mencapai KPI dan target roadmap-nya.

I-BEC or Indonesia Blue Energy for Blue Economy Center is a consortium founded by ITS in collaboration with Heriot-Watt University (HWU) and Aquatera as a forum or marine energy research center in Indonesia in 2021. I-BEC is aimed at solving the blue energy and blue economy problems in Indonesia which are still underdeveloped and unable to encourage the development of new and renewable energy to be able to provide a supply of renewable electrical energy without carbon emissions in Indonesia. I-BEC who just been established, needed continuity between its business processes to achieve its goals. Having an appropriate and systematic form of business process also needed. This study aims to develop a management model for the I-BEC consortium that can achieve its goals in an effective, efficient and sustainable manner. The elements that I-BEC needed are expected to be able to bring I-BEC to a business that can move like other blue energy players such as the European Marine Center (EMEC). For I-BEC to be able to achieve their business processes goals, it needs a element such as a SMART (Specific, Measurable, Achievable, Realistic and Time Bound) vision and mission, an understanding of other blue energy players, an appropriate organizational structure, a set Key Performance Indicator (KPI) target that can answer its business processes and I-BEC target roadmap. The method used in this research to establish a vision and mission based on FGD and interview of I-BEC’s internal with Delphi method also with PESTLE analysis, then develop a business model in the form of a Business Model Canvas (BMC) – as well as develop business processes, to form an organizational structure and cascading KPI from I-BEC. It is hoped that this research will be able to provide the output of an appropriate business process model for I-BEC who wish to focus as an NPO (Non-Profit Organization) for the first 2 years so that I-BEC is able to achieve its KPIs and roadmap targets.
