Abstract

Salah satu wilayah yang telah menetapkan kawasan strategis agropolitan adalah Kabupaten Pekalongan. Namun, pengembangannya belum disertai dengan penentuan sistem pusat agropolitan, termasuk dari kebijakan yang sudah ada. Berdasarkan data PDRB, laju pertumbuhan sektor pertanian melambat pada tahun 2022. Selain itu, adanya kerugian petani akibat belum berjalannya pengolahan hasil pertanian serta dominasi keberadaan pengepul, menjadi permasalahan kawasan agropolitan Kabupaten Pekalongan. Tujuan dari penelitian ini adalah untuk merumuskan arahan pengembangan sistem pusat agropolitan, sehingga dapat membantu meningkatkan pendapatan petani dan laju pertumbuhan sektor pertanian di Kabupaten Pekalongan. Penelitian ini terbagi menjadi lima tahapan analisis. Pertama adalah analisis stastistic location quotient (SLQ), analisis shift share, dan tipologi klassen untuk identifikasi penentuan komoditas unggulan. Kedua adalah analisis Delphi untuk penentuan faktor-faktor yang berpengaruh terhadap pengembangan sistem pusat agropolitan. Ketiga adalah analisis skalogram Guttman dan gravity model untuk penentuan pusat agropolitan. Keempat, Analisis deskriptif untuk identifikasi potensi masalah dan yang terkhhir adalah perumusan arahan pengembangan.
Hasil penelitian ini adalah arahan untuk kecamatan pusat pengumpul dan pengolahan perlu dilakukan pengembangan industri pengolahan komoditas unggulan hortikultura yang terintegrasi dengan fasilitas pergudangan dan pasar pengumpul untuk menjual hasil pertanian serta pemanfaatan teknologi informasi dan pelibatan penduduk usia kerja melalui pelatihan untuk mendorong kegiatan pengolahan hasil hortikultura. Arahan pada desa pusat penghasil bahan baku meliputi peningkatan kualitas jaringan jalan jalan untuk memudahkan mobilitas petani serta menunjang kegiatan distribusi hasil hortikultura, pengadaan KUD sebagai lembaga permodalan, penyediaan fasilitas pendukung kegiatan pertanian meliputi teknologi pertanian untuk pengolahan lahan, fasilitas gudang penyimpanan sarana produksi pertanian, serta tempat bongkar muat yang juga didukung oleh penyediaan bantuan subsidi pupuk bagi komoditas unggulan tanaman hortikultura serta pelibatan kelompok tani dalam program penyuluhan swadaya untuk membantu proses pendampingan petani dalam kegiatan pertanian.

Pekalongan Regency has planned agropolitan strategic area. However, the development has not been accompanied by the determination of a central agropolitan system, including from existing policies. According to the GRDP, the growth rate of the agricultural sector slow down in 2022. Moreover, losses of farmers due to the ineffectiveness of the processing of agricultural products and the domination of collectors become problems in the agropolitan area of the Pekalongan Regency. Therefore, the aim of this study is to formulate directions for the development of an agropolitan central system so that it can help increase farmers' income and the growth rate of the agricultural sector in the Pekalongan Regency. This study was divided into five analysis stages. The first was the statistic location quotient (SLQ), shift share, and Klassen's typology to identify the determination of superior commodities. The second was Delphi analysis to determine factors influencing the development of the agropolitan central system. The third was the Guttman scalogram analysis and gravity model to determine the agropolitan center. The fourth was descriptive analysis to identify the potential problems. The last was the formulation of development directives.
The results of the study showed that the development of the processing industry of superior horticultural commodities integrated with the warehousing facilities and collector market is required for Kecamatan (sub-district) of collecting and processing center to sell agricultural products and the use of information technology, as well as involving working-age population through training to encourage processing activities of horticultural products. Directions in the central village producing raw material include the improvement of the quality of the road network to facilitate farmers' mobility and support distribution activities of horticultural products; procurement of Village Cooperative as a capital institution; the provision of supporting facilities for agricultural activities, including agricultural technology for land management, warehouse facilities for agricultural production, and loading and unloading are that is also accompanied by the provision of fertilizer subsidies for superior commodities of horticultural crop; and the involvement of farmer groups in self-help socialization program to help assisting process of framers in agricultural activities.
