Abstract

Penggunaan kendaraan bermotor di Surabaya semakin meningkat dan menimbulkan banyak masalah seperti kemacetan, lingkungan dan kesehatan. Penerapan kendaraan tidak bermotor (non-motorized transportation) merupakan salah satu cara untuk mengurangi permasalahan transportasi di perkotaan. Sepeda menjadi salah satu peran dalam perkembangan transportasi tidak bermotor. Penggunaan sepeda dapat menjadi solusi permasalahan transportasi di Surabaya. Untuk lebih menambah bekal para pesepeda, jalur sepeda mulai diperbaiki dengan menambah beberapa titik terpencar baru, salah satunya di Kawasan ITS. Namun jalur sepeda ini dinilai masih belum optimal dari segi keamanan, kenyamanan, daya tarik, dan kesinambungan jalur yang menyebabkan jalur tersebut tidak berfungsi dengan baik dan tidak dapat menarik pesepeda untuk menggunakannya. Tujuan penelitian ini adalah merumuskan arahan pengembangan jalur sepeda berdasarkan preferensi pengguna di kawasan ITS.
Penelitian dilakukan dengan menggunakan survey primer dan survey sekunder melalui instansi terkait serta studi literatur mengenai jalur sepeda. Survei primer dilakukan dengan mengamati dan menyebarkan kuesioner online kepada 100 responden. Preferensi pengguna untuk pengembangan jalur sepeda dianalisis. Selanjutnya dilakukan validasi triangulasi untuk menghasilkan arahan pengembangan jalur sepeda yang layak berdasarkan preferensi pengguna di kawasan kampus ITS.
Berdasarkan analisis yang telah dilakukan, diperoleh kesimpulan bahwa dalam menentukan jenis jalur sepeda hal yang paling penting untuk diperhatikan adalah hierarki jalan dan volume lalu lintas baik kendaraan bermotor maupun pejalan kaki sedangkan kriteria jalur sepeda adalah aspek-aspek dari keamanan dan kenyamanan. Berdasarkan hasil analisis, masih terdapat permasalahan pada 4 kriteria jalur sepeda di kawasan ITS. Arahan pembangunan untuk memenuhi 4 kriteria jalur sepeda antara lain: (1) Keamanan: Peningkatan sarana perlindungan dan keselamatan jalur sepeda; (2) Kenyamanan: peningkatan fasilitas kenyamanan jalur sepeda; (3) Daya tarik: perbaiki desain jalur sepeda; dan (4) Keberlanjutan Rute: meningkatkan konektivitas jalur sepeda.

The use of motorized vehicles in Surabaya is increasing and causing many problems such as traffic jams, the environment and health. The application of non-motorized vehicles (non-motorized transportation) is one way to reduce transportation problems in urban areas. Bicycles have become one of the roles in the development of non-motorized transportation. The use of bicycles can be a solution to transportation problems in Surabaya. To further increase provision for cyclists, bicycle lanes have begun to be improved by adding several new scattered points, one of which is in the ITS Area. However, this bicycle lane is considered to be still not optimal in terms of safety, comfort, attractiveness, and continuity of the route which causes the lane to not function properly and cannot attract cyclists to use it. The purpose of this study is to formulate directions for the development of bicycle paths based on user preferences in the ITS area.
The research was carried out using a primary survey and a secondary survey through related agencies as well as literature studies regarding bicycle paths. The primary survey was conducted by observing and distributing online questionnaires to 100 respondents. The user preferences for the development of bicycle paths were analyzed. Furthermore, triangulation validation was carried out to generate directions for the development of appropriate bicycle paths based on user preferences in the ITS campus area.
Based on the analysis that has been carried out, it is concluded that in determining the type of bicycle path the most important thing to pay attention to is the road hierarchy and traffic volume for both motorized vehicles and pedestrians while the criteria for bicycle lanes are aspects of safety and comfort. Based on the results of the analysis, there are still problems with the 4 criteria for bicycle paths in the ITS area. Development directions for fulfilling the 4 criteria for bicycle paths include: (1) Security: Increased protection and safety facilities for bicycle lanes; (2) Convenience: increase in bicycle lane comfort facilities; (3) Attractiveness: improve bicycle lane design; and (4) Route Sustainability: improving bike lane connectivity.
