Abstract
The Zero Down Payment program, implemented by the DKI Jakarta Provincial Government, aims to improve housing affordability and accessibility for low-middle-income communities by alleviating the burden of expensive down payments. While the program has received positive feedback on environmental aspects, it has encountered challenges such as malfunctioning lifts, leaking roofs, and sluggish management response. Residents have also expressed complaints concerning the residential environment, pollution, and high unit costs. A comprehensive three-year study has assessed both the advantages and disadvantages of the program, highlighting the need for further evaluation of its impact on residents' quality of life.
This study seeks to formulate recommendations that enhance housing satisfaction within the residential Zero Down Payment Program in DKI Jakarta. The research methodology involved the utilization of descriptive statistics and content analysis to evaluate housing satisfaction levels and identify influential factors. Proposed recommendations were derived from a thorough literature review, policy analysis, benchmarking, and perspectives gathered from respondents.
The study revealed that the housing satisfaction level within DKI Jakarta's residential Zero Down Payment Program ranged from 57.26% to 77.66%, with an overall satisfaction rate of 72.92%. Content analysis demonstrated that all predetermined factors significantly influenced the residential Zero Down Payment Program in DKI Jakarta. Key areas requiring improvement included unit features, building physical condition, building material quality, building design quality, and parking provisions. Additionally, specific issues were identified in Nuansa Pondok Kelapa and Bandar Kemayoran that necessitated attention.
The study produced 25 recommendations aimed at elevating housing satisfaction in DKI Jakarta's residential Zero Down Payment Program. Among these, 13 recommendations addressed current issues, with 8 focusing on broader aspects applicable to all flats, while specific recommendations targeted Nuansa Pondok Kelapa and Bandar Kemayoran. The remaining 12 recommendations were directed towards future housing provision, aiming to enhance overall housing quality and satisfaction.

Program DP Nol Rupiah diperkenalkan oleh Pemerintah Provinsi DKI Jakarta untuk mendorong kepemilikan rumah dan memenuhi kebutuhan perumahan masyarakat berpenghasilan rendah-menengah. Program ini memberikan alternatif pembayaran uang muka yang mahal, sehingga perumahan menjadi lebih terjangkau dan dapat diakses oleh mereka dengan sumber daya keuangan terbatas. Meski Rusun Program DP Nol Rupiah mendapatkan ulasan positif dalam aspek lingkungan, terdapat masalah seperti lift rusak, atap bocor, dan respons manajemen yang lambat. Keluhan mengenai lingkungan tempat tinggal, polusi, dan biaya unit yang tinggi juga diungkapkan. Dalam studi selama tiga tahun, pro dan kontra ditemukan, namun evaluasi lebih lanjut diperlukan untuk menilai dampaknya terhadap kualitas hidup penghuni.
Penelitian ini bertujuan merumuskan rekomendasi untuk meningkatkan tingkat kepuasan hunian Program DP Nol Rupiah di DKI Jakarta. Metode penelitian menggunakan statistik deskriptif dan analisis konten untuk mengevaluasi tingkat kepuasan hunian serta mengidentifikasi faktor-faktor yang mempengaruhi kepuasan tersebut. Rekomendasi ini didasarkan pada tinjauan literatur, tinjauan kebijakan, dan pandangan responden.
Hasil penelitian menunjukkan tingkat kepuasan hunian Program DP Nol Rupiah di DKI Jakarta berkisar antara 57,26% hingga 77,66%, dengan tingkat kepuasan keseluruhan sebesar 72,92%. Analisis konten menunjukkan bahwa semua faktor yang telah ditentukan memengaruhi hunian Program DP Nol Rupiah di DKI Jakarta. Secara keseluruhan, hal yang membutuhkan perbaikan meliputi fitur unit dinding, kondisi fisik bangunan, kualitas material bangunan, kualitas desain bangunan, dan penyediaan tempat parkir. Sedangkan Nuansa Pondok Kelapa dan Bandar Kemayoran memiliki masalah tertentu yang perlu mendapatkan perhatian.
Hasil dari penelitian ini mencakup 25 rekomendasi yang disarankan untuk meningkatkan tingkat kepuasan perumahan dalam Program Nol Uang Muka di DKI Jakarta. Dari 13 rekomendasi yang ditujukan untuk mengatasi masalah saat ini, 8 di antaranya mengatasi isu-isu yang lebih luas yang berlaku untuk semua apartemen, sementara rekomendasi khusus ditujukan untuk Nuansa Pondok Kelapa dan Bandar Kemayoran guna meningkatkan kualitas dan kepuasan perumahan. Sementara itu, 12 rekomendasi lainnya ditujukan guna penyediaan perumahan di masa depan yang lebih baik.
