Abstract

Begitu terbukanya bisnis terminal peti kemas di Indonesia hingga muncul isu oversupply, khususnya di Pulau Jawa. Pada Provinsi Jawa Timur, khususnya di area Pelabuhan Tanjung Perak terdapat beberapa terminal peti kemas seperti Terminal Peti Kemas Surabaya dengan kapasitas kurang lebih 1.629.000 TEUs dan Terminal Teluk Lamong dengan kapasitas kurang lebih 1.187.000 TEUs. Selain itu, di wilayah Gresik yaitu sebelah utara Pelabuhan Tanjung Perak juga direncakan pembangunan terminal peti kemas yaitu milik PT Siam Maspion Terminal. Lokasi dari terminal peti kemas eksisting dan terminal peti kemas yang akan dibangun berada pada lokasi yang berdekatan. Hinterland dari terminal-terminal tersebut juga sama. Hal ini menyebabkan adanya potensi muatan dari terminal peti kemas eksisting berpindah ke terminal peti kemas baru. Hasil analisis menunjukkan bahwa pangsa pasar akan berpindah ke terminal baru sebesar 18,96% sehingga terminal eksisting akan kehilangan pendapatan sebesar Rp96.365.955.699. Penelitian ini bertujuan untuk menganalisis strategi pelabuhan dalam menghadapi pembangunan terminal baru. Metode yang digunakan pada penelitian ini yaitu analisis sensitivitas menggunakan variabel produktivitas dan tarif. Hasil dari 7 skenario yang dianalisis menunjukkan bahwa strategi yang optimum untuk mengembalikan pangsa pasar adalah menggunakan skenario A yaitu menaikkan produktivitas menajadi 28 BCH dengan pangsa pasar yang kembali sebesar 18,61% (740 ship call) dan pendapatan yang kembali sebesar Rp44.151.714.571 dengan profit sebesar Rp667.852.243.964.

As soon as the container terminal business opened in Indonesia, the issue of oversupply emerged, especially in Java. In East Java, especially in the Tanjung Perak Port area, there are several container terminals such as the Terminal Petikemas Surabaya with a capacity of approximately 1.629.000 TEUs and Terminal Teluk Lamong with a capacity of approximately 1.187.000 TEUs. In addition, in the Gresik area, north of Tanjung Perak Port, a container terminal is also planned to be built, which belongs to PT Siam Maspion Terminal. The location of the existing container terminal and the container terminal to be built are in adjacent locations. The hinterland of these terminals is also the same. This causes the potential for cargo from the existing container terminal to move to the new container terminal. The results of the analysis show that the market share will move to the new terminal by 18,96% so that the existing terminal will lose revenue of Rp96.365.955.699. This study aims to analyze the port's strategy in dealing with the construction of a new terminal. The method used in this research is sensitivity analysis using productivity and tariff. The results of the 7 scenarios analyzed show that the optimum strategy to restore market share is to use scenario A, which is to increase productivity to 28 BCH with a return market share of 18,61% (740 ship call) and return revenue of Rp44.151.714.571 with a profit of Rp667.852.243.964.
