Abstract

Pembangunan SUTT 150 kV Sandai - Sukadana dilatar belakangi oleh dorongan untuk menyediakan energi listrik kepada pelanggan tegangan tinggi dan menengah seperti Pembangkit Swasta atau Independent Power Plant (IPP) dan perusahaan swasta yang ada di Kalimantan Bagian Barat. Pada proses pembangunan SUTT tersebut masih terdapat risiko-risiko yang menyebabkan keterlambatan penyelesaian pembangunan sehingga perlu dilakukan analisa risiko beserta evaluasinya secara mendalam. Pada penelitian ini dilakukan pengumpulan data berupa kelengkapan dokumen proyek dan survei/kuisioner. Tujuan penelitian ini adalah mengevaluasi risiko-risiko teknis dan non-teknis, kemudian dilakukan penentuan alternatif rekomendasi prioritas berbasis preventive action. Metode Severity Index (SI) digunakan untuk menentukan nilai probabilitas dan dampak beserta level risikonya. Penerapan dalam rangka merancang penentuan tindakan preventive action menggunakan metode Delphi dilakukan dengan FGD. Kemudian dalam rangka penentuan pengambilan keputusan untuk menentukan bobot kriteria, sub-kriteria dan rekomendasi alternatif menggunakan metode Analytical Hierarchy Process (AHP). Hasil penelitian yang diperoleh adalah hasil rekomendasi alternatif prioritas pengendalian risiko SUTT 150 kV Sandai-Sukadana adalah sebagai berikut Monitoring Laporan Harian, Mingguan dan Bulanan memiliki bobot tertinggi (0,194), kemudian diikuti Monitoring Laporan Kemajuan Progress (0,181), Minutes of Meeting dengan Kontraktor dan stakeholder perihal timeline schedule, drum schedule, BAPM, manpower pondasi, erection dan stringing dll (0,162).

The background for the construction of the Transmission Line 150 kV Sandai - Sukadana was the drive to provide electricity to high and medium voltage customers such as private generators or independent power plants (IPP) and private companies in West Kalimantan. In the transmission line development process there are still risks that cause delays in the completion of construction, so it is necessary to carry out a risk analysis and in-depth evaluation. In this study, data was collected in the form of complete project documents and a survey/questionnaire. The purpose of this study is to evaluate technical and non-technical risks, then determine alternative priority recommendations based on preventive action. The Severity Index (SI) method is used to determine the value of the probability and impact along with the level of risk. Implementation in order to design preventive actions using the Delphi method is carried out by FGD. Then in order to make a decision to determine the weight of the criteria, sub-criteria and alternative recommendations using the Analytical Hierarchy Process (AHP) method. The research results obtained are alternative priority recommendations for risk management of the 150 kV Sandai-Sukadana SUTT are as follows: Daily, Weekly and Monthly Monitoring Reports have the highest weight (0.194), followed by Progress Monitoring Reports (0.181), Minutes of Meetings with Contractors and stakeholders regarding the schedule timeline , drum schedule, BAPM, manpower singing, erection and stringing etc. (0.162).
