Abstract

SPBE (Sistem Pemerintahan Berbasis Elektronik) atau secara umum disebut e-government merupakan penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada Pengguna SPBE. Saat ini, SPBE sudah menjadi standar untuk sebagian besar Pemerintah Daerah di Indonesia. Kewajiban untuk menerapkan SPBE tersebut diatur dalam Peraturan Presiden Nomor 95 Tahun 2018 Tentang SPBE. Dalam Peraturan Presiden Nomor 95 Tahun 2018 terdapat beberapa ruang lingkup pengaturan. Salah satunya yaitu Manajemen SPBE, yang di dalamnya terdapat Manajemen Risiko SPBE. Manajemen Risiko SPBE diatur dalam PermenPANRB 5/2020 Tentang Pedoman Manajemen Risiko SPBE. Peraturan tersebut mencakup metode Manajemen Risiko SPBE yang diadopsi dari standar ISO 31000:2018 yang telah disesuaikan dalam standar Indonesia dengan kode SNI 8615:2018. PermenPANRB 5/2020 digunakan sebagai pedoman untuk memberikan panduan kepada Instansi Pusat dan Pemerintah Daerah dalam menyusun dan melaksanakan Manajemen Risiko SPBE. Salah satu Pemerintah Daerah yang saat ini sedang merencanakan Manajemen Risiko SPBE adalah Pemerintah Kota Surabaya. Selain untuk mematuhi peraturan Pemerintah Indonesia, juga bertujuan agar SPBE yang ada pada Pemerintah Kota Surabaya berjalan dengan efektif serta agar Pemerintah Kota Surabaya mendapatkan Nilai Indeks SPBE yang baik. Saat ini, Pemerintah Kota Surabaya sedang menyusun perencanaan Manajemen Risiko SPBE-nya sesuai dengan ketentuan PermenPANRB 5/2020. Namun, berdasarkan pengalaman langsung saat pelaksanaannya, salah satu kendalanya saat ini adalah terdapat beberapa ASN (Aparatur Sipil Negara) yang masih belum paham dengan baik tentang proses penyusunannya. Sehingga, diperlukan bimbingan dan reviu dalam proses penyusunan Manajemen Risiko SPBE Pemerintah Kota Surabaya. Studi ini bertujuan untuk mengetahui apa saja risiko berdasarkan kategori risiko SPBE yang terdapat pada SPBE Pemerintah Kota Surabaya dalam mencapai sasarannya, serta bagaimana reviu rencana manajemen risiko SPBE-nya. Metode yang digunakan adalah berpedoman pada ketentuan yang telah diatur pada PermenPANRB 5/2020. Luaran dari studi ini adalah reviu rencana manajemen risiko SPBE untuk Pemerintah Kota Surabaya.

SPBE (Electronic Based Government System) or in general called e-government is a government administration that utilizes information and communication technology to provide services to SPBE Users. Currently, SPBE has become the standard for most local governments in Indonesia. The obligation to implement the SPBE is regulated in Presidential Regulation Number 95 of 2018 concerning SPBE. In Presidential Regulation Number 95 of 2018 there are several regulatory scopes. One of them is SPBE Management, which includes SPBE Risk Management. SPBE Risk Management is regulated in PermenPANRB 5/2020 Concerning SPBE Risk Management Guidelines. The regulation covers the SPBE Risk Management method adopted from the ISO 31000:2018 standard which has been adapted to the Indonesian standard with the code SNI 8615:2018. PermenPANRB 5/2020 is used as a guideline to provide guidance to Central Agencies and Local Governments in preparing and implementing SPBE Risk Management. One of the Regional Governments currently planning SPBE Risk Management is the City Government of Surabaya. In addition to complying with Indonesian Government regulations, it is also intended that the SPBE in the Surabaya City Government run effectively and so that the Surabaya City Government gets a good SPBE Index Score. Currently, the Surabaya City Government is preparing its SPBE Risk Management plan in accordance with the provisions of PermenPANRB 5/2020. However, based on direct experience during its implementation, one of the obstacles at this time is that there are several ASN (State Civil Apparatuses) who still do not understand well about the drafting process. Thus, guidance and review are needed in the process of preparing SPBE Risk Management for the Surabaya City Government. This study aims to find out what are the risks based on SPBE risk category contained in the SPBE of Surabaya City Government in achieving its goals, as well as how the review of the SPBE risk management plan. The method used is guided by the provisions stipulated in PermenPANRB 5/2020. The output of this study is the SPBE risk management plan review for the City Government of Surabaya.
