Abstract

Indonesia merupakan sebuah negara dengan potensi minyak dan gas yang besar. Berdasarkan data Kementerian ESDM pada tahun 2014, ketersediaan cadangan minyak bumi di Indonesia sebesar 7,375 MMSTB, sedangkan cadangan gas bumi berkisar 149,3 TSCF. Potensi ini juga menghasilkan banyaknya anjungan lepas pantai berada pada perairan Indonesia. Indonesia memiliki 613-unit anjungan lepas pantai terpancang dengan 54,65% telah berumur lebih dari 20 tahun, tetapi pada umumnya offshore platform didesain untuk periode operasi 20-30 tahun. Dalam akhir lifetime dari platform, perlu dilakukan decommissioning. Kegiatan decommissioning di Indonesia telah diatur oleh SKK migas pada PTK-040/SKKMA0000/2018/S0 Revisi 01 dengan nama Abandonment and Site Restoration (ASR). Penelitian ini dilakukan untuk mengetahui metode ASR yang sesuai dengan ketentuan dan regulasi yang ada serta memastikan potensi keberlanjutan pemanfaatan fasilitas. Selain itu, penelitian ini juga melakukan pemilihan metode ASR yang memenuhi kriteria kesehatan dan keselamatan, ekonomi, lingkungan, serta operasional. Dilakukan juga estimasi biaya ASR untuk lebih mendalami sisi kriteria ekonomi dalam pemilihan metode ASR. Metode pemilihan yang digunakan dalam penelitian ini adalah AHP, sedangkan metode dalam estimasi biaya ASR adalah Work Breakdown Structure (WBS) dan Cost Breakdown Structure (CBS). Hasil yang didapatkan dari perhitungan biaya ASR, dengan estimasi tahun pembongkaran pada 2027 dan besar inflasi 4,18%, adalah Complete Removal sebesar $5.708.389,06, Partial Removal sebesar $5.072.218,9, Rig to Reef sebesar $5.205.648,62, dan Rig to LNG sebesar $5.205.648,62. Metode ASR yang terpilih dengan metode ASR adalah Complete Removal dengan nilai 0,306, diikuti oleh Rig to LNG Terminal dengan nilai 0,254, kemudian Rig to Reef dengan nilai 0,243, dan pilihan terkahir yaitu dengan nilai 0,197. Complete Removal terpilih karena unggul dari sisi kriteria Health and Safety, Enviroment, dan Operational dibandingkan alternatif lainnya. Kriteria yang sensitif adalah bagian Economical, jika bertambah sebesar 20%, dapat mengubah pilihan metode decommissioning menjadi Rig to LNG Terminal.

Indonesia is a country that has great oil and gas potential. Based on Ministry of Energy and Mineral Resource data in 2014, Indonesia has a 7,375 MMSTB of oil reserve, while gas reserve remaining in Indonesia is around 149,3 TSCF. These resources also result in many offshore platforms located in Indonesian waters. Indonesia has 613-unit offshore platforms with 54.65% being more than 20 years old but in general offshore platforms are designed with operating period of 20-30 years. At the end of the platform lifetime, it is necessary to decommission it. Decommissioning and restoration activities of oil and gas facilities in Indonesia have been regulated by SKK Migas at PTK-040/SKKMA0000/2018/S0 Revision 01 under the name of Abandonment and Site Restoration (ASR). This research is carried out to determine the ASR method in accordance with existing provisions and regulations and ensure the potential sustainability of facility for reutilization. In addition, this study also selected ASR methods that meet the criteria of health and safety, economy, environment, and operations. There is also cost estimation for ASR to explore the economic criteria for choosing the ASR method. AHP is used as the Multi Criteria decision making method, while cost estimation uses Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) method. The result of the cost estimation of ASR with 2027 as the estimated year of decommissioning and inflation rate at 4,18% are the cost for Complete Removal is $5.718.632, Partial Removal is $5.085.809, Rig to Reef is $5.296.897, and Rig to LNG Terminal is $4.796.937. The chosen ASR method is Complete Removal with a score of 0,306. The second alternative is Rig to LNG Terminal with a score of 0,254, followed by Rig to Reef with a score of 0,243, and the last is Partial Removal with a score of 0,197. Complete Removal is chosen because it is excelled in terpilih Health and Safety, Enviroment, and Operational criteria then other alternatives. The sensitive criteria in this selection is Economical criteria, if it increased 20%, the chosen decommissioning method would be Rig to LNG Terminal.
