Abstract

Keselamatan penerbangan adalah suatu keadaan yang mensyaratkan keselamatan dalam moda transportasi udara terpenuhi. Untuk mendukung terwujudnya keselamatan penerbangan di Indonesia, Pemerintah mengeluarkan Undang-Undang No. 1 Tahun 2009 tentang Penerbangan, yang salah satunya membahas tentang ruang udara bebas di sekitar bandara yang disebut dengan Kawasan Keselamatan Operasional Penerbangan (KKOP). Berdasarkan peraturan tersebut, seharusnya tidak ada objek apapun dalam wilayah KKOP yang dapat membahayakan penerbangan. Namun, masih banyak ditemukan objek-objek yang terindikasi sebagai rintangan di dalam wilayah KKOP berdasarkan Keputusan Menteri Perhubungan nomor KM.5 tahun 2004 bab 3. Di sekitar Bandara Juanda Surabaya, terdapat bangunan yang dianggap melebihi batas KKOP, yaitu gedung City of Tomorrow karena memiliki ketinggian 115 m di dalam radius 8 hingga 10 km. Perlu dibuat sebuah model visualisasi yang dapat menggambarkan ketinggian-ketinggian dari objek di sekitar bandara agar proses pendataan dan seleksi dapat dilakukan dengan akurat. Visualisasi 3 dimensi dari objek dapat ditampilkan secara lebih mudah teridentifikasi dan dapat terlihat lebih jelas ketika melebihi ketinggian KKOP. Hasil penelitian menunjukkan bahwa terdapat 30 bangunan yang melebihi batas ketinggian KKOP. Empat diantaranya berada di kawasan permukaan kerucut.

Aviation safety is a condition that requires safety in air transportation modes to be met. To support the realization of aviation safety in Indonesia, the Government issued Law no. 1 of 2009 concerning Aviation, one of which discusses the free air space around the airport which is called the Aviation Operational Safety Area (KKOP). Based on these regulations, there should not be any objects within the KKOP area that could endanger flights. However, there are still many objects indicated as obstacles within the KKOP area based on the Decree of the Minister of Transportation number KM.5 of 2004 chapter 3. Around Juanda Airport, Surabaya, there are buildings that are considered to exceed the KKOP limit, namely the City of Tomorrow building because it has altitude of 115 m within a radius of 8 to 10 km. It is necessary to create a visualization model that can describe the heights of objects around the airport so that the data collection and selection process can be carried out accurately. 3-dimensional visualization of objects can be displayed in a way that is easier to identify and can be seen more clearly when it exceeds the height of the KKOP. The results showed that there were 30 buildings that exceeded the KKOP height limit. Four of them are in the surface region of the cone.
