Abstract
Refinery Unit (RU) V Balikpapan merupakan kilang milik Pertamina yang produknya dijual secara nasional khususnya di wilayah Indonesia Timur. Berdasarkan Keputusan Menteri BUMN Nomor Per-8/MBU/08/2020, diharuskan sinergi antar BUMN. Pertamina bersinergi dengan PLN melalui pembelian listrik yang sebelumnya disuplai oleh plant Pertamina sendiri. Namun, keandalan dari PLN masih belum tinggi sehingga masih diperlukan pasokan dari sumber plant pada kondisi tertentu (back up). Oleh karena itu, dibutuhkan sistem kelistrikan dengan Automatic Transfer Switch (ATS) antara sumber PLN dan plant untuk memindahkan sumber pasokan kembali ke plant dengan cepat. Hasil evaluasi penggunaan ATS akan digunakan untuk perbaikan sistem kelistrikan PT. Pertamina RU V Balikpapan. Dari hasil simulasi ketika terjadi change-over secara bertahap, transfer substation dengan daya terbesar pada kilang tidak menurunkan frekuensi yang signifikan karena kapasitas daya generator lebih tinggi dibandingkan dengan total pembebanan setelah change-over. Selain itu ketika terjadi change-over secara bersamaan untuk seluruh substation, sistem pada kilang mengalami penurunan frekuensi yang cukup signifikan sehingga perlu dilakukan mekanisme pelepasan beban tahap 1 sebesar 7,9 MW.

Refinery Unit (RU) V Balikpapan is a refinery owned by Pertamina whose products are sold nationally, especially in the Eastern Indonesia region. Based on the Decree of the Minister of SOEs Number Per-8/MBU/08/2020, synergy between BUMNs is required. Pertamina synergizes with PLN through the purchase of electricity that was previously supplied by Pertamina's own plant. However, PLN's reliability is still not high, so it still needs supply from plant sources under certain conditions (back up). Therefore, an electrical system with an Automatic Transfer Switch (ATS) is needed between the PLN source and the plant to move the source of supply back to the plant quickly. The results of the evaluation of the use of ATS will be used to improve the electrical system of PT. Pertamina RU V Balikpapan. From the simulation results when a gradual change-over occurs, the transfer of the substation with the largest power at the refinery does not reduce the frequency significantly because the power capacity of the generator is higher than the total load after the change-over. In addition, when there is a change-over simultaneously for all substations, the system at the refinery experiences a significant decrease in frequency so that it is necessary to carry out a stage 1 load shedding mechanism of 7.9 MW.
