Abstract
Peningkatan ekonomi di Provinsi Banten terjadi perekonomian di dua kabupaten yaitu Kabupaten Lebak dan Kabupaten Pandeglang. Faktor penyebab pertumbuhan ekonomi tersebut ialah adanya berbagai kegiatan ekonomi yang dilakukan. Dengan demikian, mobilitas barang dan jasa antara kedua wilayah yaitu Kabupaten Lebak dan Kabupaten Pandeglang semakin meningkat. Provinsi Banten memiliki potensi pariwisata. Hal ini berdampak pada pertumbuhan ekonomi di Provinsi Banten yang kian meningkat. Peningkatan pertumbuhan ekonomi yang diiringi dengan peningkatan mobilitas manusia, barang dan jasa akan menyebabkan bertambahnya kebutuhan jumlah kendaraan. Sehingga kapasitas jalan juga akan semakin meningkat. Di Provinsi Banten, terdapat Kawasan Pariwisata Tanjung Lesung dan Taman Nasional Ujung Kulon sehingga adanya Kawasan pariwisata tersebut dapat mengakibatkan peningkatan mobilitas kendaraan. Maka dari itu, volume lalu lintas pada akses menuju lokasi pariwisata akan meningkat. Peningkatan volume lalu lintas jalan menjadi sebuah permasalahan. Untuk menyelesaikan permasalahan tersebut, pemerintah meningkatkan kapasitas jalan dengan membangun jalan bebas hambatan (jalan tol). Jalan Tol Serang-Panimbang merupakan jalan tol yang menghubungkan Serang dengan Kawasan Ekonomi Khusus Pariwisata Tanjung Lesung dan Taman Nasional Ujung Kulon. Jalan Tol Serang-Panimbang akan tersambung dengan Jalan Tol Jakarta-Merak.Tugas akhir ini berisi tentang penilaian trase alternatif terhadap trase rencana jalan tol milik Bina Marga, perencanaan geometrik, perencanaan tebal perkerasan jalan, perencanaan dimensi saluran drainase, kebutuhan akan fasilitas jalan tol, serta besarnya volume pekerjaan. Tugas Akhir ini diharapkan trase Jalan Tol Serang-Panimbang Seksi II dapat direncanakan sesuai peraturan yang berlaku di Indonesia seperti “Peraturan Bina Marga untuk Perencanaan Geometrik Jalan Bebas Hambatan No.13/P/BM/2021” sedangkan untuk perencanaan tebal perkerasan berdasarkan “Manual Desain Perkerasan Jalan 2017”. Perencanaan geometrik dan perhitungan volume bahan dan volume cut and fill pada tugas akhir ini dilakukan dengan bantuan software Autocad Civil 3D 2018.
Dari hasil perencanaan jalan tol ini didapatkan panjang jalan tol 23,055 km dengan 9 PI dan PVI sebanyak 32. Untuk tebal perkerasan 305 mm pelat beton, lapis Lean Mix Concrete 100 mm, lapis drainase 150 mm, stabilisasi semen 300 mm dengan sambungan tie bars dengan diameter 16 mm dan dimensi tipikal saluran drainase yaitu b = 1.10 m dan h=0.5 m. Volume galian didapatkan sebesar 734.116,86 m3 dan volume timbunan didapatkan sebesar 9.015.869,14 m3. Rencana anggaran biaya yang digunakan dalam pembangunan ini sebesar Rp. 4.462.580.592.760,-

The economic growth in Banten Province occurred in two districts, namely Lebak Regency and Pandeglang Regency. The contributing factor to such economic growth is the presence of current various economic activities. Thus, the mobility of goods and services between the two regions, namely Lebak Regency and Pandeglang Regency, is increasing. Banten Province has tourism potential. This has an impact on economic growth in Banten Province which is increasing. The increase in economic growth accompanied by an increase in the mobility of people, goods and services will lead to an increase in the need for the number of vehicles. So that the road capacity will also increase. In Banten Province, there is the Tanjung Lesung Tourism Area and Ujung Kulon National Park so that the existence of those tourism areas can result in an increase in vehicle mobility. Therefore, the volume of traffic on access to tourism locations will increase. The increase in road traffic volume coud be a problem. To solve this problem, the government planned to increase road capacity by building freeways (toll roads). The Serang-Panimbang Toll Road is a toll road that connects Serang with the Tanjung Lesung Tourism Special Economic Zone and Ujung Kulon National Park. The Serang-Panimbang Toll Road will be connected to the Jakarta-Merak Toll Road. This final project contains alternative path assessment compared to Bina Marga’s planning path, geometric planning, pavement design, dimensions of the drainage channel design, highway facilities needs, and amound of work colume. This final project hoped that the alignment of this toll road Serang-Panimbang Seksi II can be planned according to regulations in Indonesia such as “Peraturan Bina Marga untuk Perencanaan Geometrik Jalan Bebas Hambatan No.13/P/BM/2021” meanwhile for pavement design is based on “Manual Desain Perkerasan Jalan 2017”. And geometric design, cut-and-fill was processed using Autocad Civil 3D 2018 software. From the results of Serang-Panimbang highway, the length of the highway is 23,055 km with 9 PI and 32 PVI. Pavement thickness of 305 mm concrete skabs, layer Lean Mix Concrete 100 mm, drainage layer 150 mm, cement stabilization 300 mm with tie bars connection diameter 16 mm and typical diameter dimensions of drainage channels b=1.1 m and h=0.5 m. Volume of cut is 734.116,86 m3 and the volume of fill is 9.015.869,14 m3. The planned budget costs used in this development amounted to Rp. 4.462.580.592.760,-
