Abstract

Kabupaten Purworejo menetapkan kawasan strategis peruntukan industri sebagai potensi pertumbuhan wilayah di Kecamatan Grabag, Kecamatan Ngombol, dan Kecamatan Purwodadi dalam RTRW Kabupaten Purworejo Tahun 2021-2041. Arahan peruntukan Kawasan Peruntukan Industri (KPI) mencakup pesisir selatan Kabupaten Purworejo pada lahan seluas 922,238 ha dan memanjang searah garis pantai dengan jarak kurang lebih 1 km dari garis pantai. Sementara itu, pesisir selatan Kabupaten Purworejo berhadapan langsung dengan Samudera Hindia dan berada dekat dengan zona subduksi selatan Jawa yang merupakan kawasan aktif secara tektonik sehingga termasuk daerah rawan bencana tsunami. Gempa bumi tsunamigenik di sepanjang segmen megathrust selatan Pulau Jawa menunjukkan catatan kejadian dengan ketinggian run Up maksimal hingga 15,7 meter dan penelitian terbaru menunjukkan adanya potensi gelombang tsunami hingga 34 meter. Kondisi ini menunjukkan bahwa lahan yang diarahkan sebagai KPI memiliki potensi terkena dampak gelombang tsunami. Penelitian dilakukan untuk mengetahui potensi bahaya tsunami melalui pemodelan potensi genangan, sehingga nantinya dapat dirumuskan arahan pengendalian KPI di Kabupaten Purworejo. Penelitian ini menggunakan pemodelan potensi genangan tsunami berbasis GIS dan berdasar pada persamaan matematis oleh Berryman. Skenario run-up yang digunakan berdasar pada kejadian historis (run-up 4,2 meter, 6,7 meter, 10,4 meter, dan 15,7 meter) serta potensi tsunami megathrust di laut Jawa bagian selatan (run-up 4,5 meter, 12 meter, 20 meter, dan 34 meter). Adapun penentuan zona bahaya tsunami dilakukan dengan bantuan tools reclassify dan overlay. Selanjutnya penentuan arahan pengendalian KPI dilakukan dengan metode deskriptif analisis dengan input hasil pengkelasan serta kebijakan dan penelitian yang relevan. Hasil penelitian menunjukkan bahwa pemodelan dengan potensi genangan yang mencapai KPI dengan ketinggian run-up 12 meter, 15,7 meter, 20 meter memiliki dampak kurang dari 50%. Sehingga arahan pengendalian pada Zona I dan II berupa alih fungsi lahan menjadi kawasan lindung dan kawasan pertanian. Sedangkan pada Zona III tetap dipertahankan dengan tetap memperhatikan pembatasan pemanfaatan ruang kawasan rawan bencana. Pemodelan dengan potensi genangan yang mencapai KPI dengan ketinggian run-up 34 meter memiliki dampak lebih dari 50% sehingga arahan pengendalian berupa pemindahan alokasi KPI.

Purworejo Regency has determined a strategic area for industrial allotment as a potential for regional growth in Kecamatan (Sub-district) Grabag, Kecamatan Ngombol, and Kecamatan Purwodadi in Regional Spatial Planning Policy of Purworejo Regency in 2021-2041. The direction for Industrial Allotment Area includes the south coast of Purworejo Regency in 922.238 ha and extends along the coastline with approximately 1 km from the coastline. Meanwhile, the southern coast of Purworejo Regency faces the Indian Ocean and is located close to the subduction zone of Java, which is an active area tectonically so it includes a tsunami-prone area. Tsunamigenic earthquakes along the southern megathrust segment of Java Island showed a record of events with a maximum run-up of 15.7 meters and the recent study showed a potential tsunami wave of up to 34 meters. This condition shows that land for Industrial Allotment Area has been potentially affected by the tsunami. Therefore, this study was conducted to find out the potential of tsunami hazards by inundation potential modeling so that control directives of the Industrial Allotment Area in Purworejo Regency can be formulated.
This study used GIS-based tsunami inundation potential modeling and was based on the mathematical equation by Berryman. The run-up scenario used was based on historical events (run-up of 4.2 meters, 6.7 meters, 10.4 meters, and 15.7 meters) and the potential of a megathrust tsunami in southern Java sea (run-up of 4.5 meters, 12 meters, 20 meters, and 34 meters). Zone determination of tsunami hazard was carried out with the assistance of tools reclassify and overlay. Furthermore, determining the direction of Industrial Allotment Area control was carried out by descriptive analysis method with the input of classifying results, policies, and relevant studies. The results of the study showed that modeling with inundation potential that reaches the Industrial Allotment Area with run-ups of 12 meters, 15.7 meters, and 20 meters has an impact of less than 50%. Thus, the control directives in Zone I and II are in the form of land conversion into protected areas and agricultural areas. Whereas, in Zone III, it is still preserved by paying attention to the limitations of disaster-prone areas. Modeling with inundation potential that reached the Industrial Allotment Area with a run-up of 34 meters has an impact of more than 50% so the control directives are in the form of moving Industrial Allotment Area allocation.
