Abstract
Ketidakpastian rantai pasok setelah Covid-19 menjadi tantangan perusahaan manufaktur. Dalam rangka menjaga daya saing, perusahaan diharuskan memiliki strategi yang baik dalam mengelola rantai pasok. Pengadaan merupakan Salah satu kegiatan rantai pasok yang penting dan berpengaruh terhadap perusahaan. Kraljic’s portfolio model merupakan metode populer untuk klasifikasi pengadaan material. Umumnya penelitian fokus pada modifikasi atribut ataupun dimensi matriks. Penelitian yang menggabungkan matriks Kraljic dan matriks supplier relationship masih jarang, terutama yang dilakukan pada perusahaan manufaktur bio dimana memiliki material yang beragam dan kompleks. Penelitian dilakukan pada perusahaan X, sebuah manufaktur Bio yang juga merasakan dampak dari distrubsi yang menyebabkan target tidak tercapai dan jauh dari target. Penelitian bertujuan untuk merumuskan strategi dan action plan pengadaan. Pengolahan data menggunakan pendekatan Multi-Dimensional Scalling (MDS). Terdapat 19 jenis material dan 40 supplier yang diteliti. Dari 19 jenis material yang diteliti. Kraljic membagi material menjadi 4 kuadran yaitu strategic, bottleneck, leverage dan non critical. Kuadran strategic terdiri dari bahan kimia lokal dan impor, kemasan, energi dan mineral impor. Kuadran leverage terdiri MRO, elektronik, IT, warehouse, kontruksi, elektrik dan safety. Kuadran bottleneck terdiri MRO Impor, Lab, Vitamin impor, Mineral dan water treatment. Kuadran noncritical terdiri dari Tools dan stationary. Strategi dan action plan dikembangkan pada setiap kuadran material. Matriks supplier relationship membagi supplier menjadi 4 kuadran yaitu mutual attractiveness, supplier’s attractiveness, buyer’s attractiveness dan lack of attractiveness. Dengan menggabungkan Matriks kraljic dan supplier relationship menghasilkan 3 strategi yaitu hubungan strategic, collaborative dan transactional. Selanjutnya dari 3 strategi dikembangjkan menjadi 16 action plan. Analisa gap digunakan untuk membandingkan action plan dengan kondisi saat ini di P.X. Berdasarkan hasil penelitian menunjukkan Kraljic portfolio model dan Matriks Supplier relationship dapat digunakan bersama dalam merumuskan strategi dan actionplan pada proses pengadaan. PT. X disarankan untuk melaksanakan action plan yang telah direkomendasikan terutama pada action plan yang menujukan adanya gap dari hasil analisis gap.

Uncertainty in the supply chain of Post-COVID-19 is a challenge for manufacturers. In order to remain competitiveness, a firm must have a robust supply chain management plan. Procurement is one of the key in supply chain activity that has an impact on the firm. Kraljic’s portfolio model is one of popular approach for material classification. Research typically focus on case study and modification in the matrix attribute or matrix dimension. Research that combines the Kraljic matrix and supplier relationship is still uncommon, especially research conducted on Bio-Manufacturing companies which have a large and complex variety of materials. This research was done at X company, a BIO-Manufacturing in Indonesia that affected by the disruption which resulting the target far out from the target. This research aims to formulate the strategy and action plans in procurement. Data processing using the Multi-Dimensional Scaling (MSD) approach. There are 19 types of materials researched, as well as 40 different suppliers. Kraljic matrix divides the material into four quadrants are Strategic, bottleneck, leverage and non-critical. Materials included in the strategic quadrant are chemical, imported chemical, packaging, energy and imported Mineral. Material included in the leverage quadrant are MRO, electronics, IT, warehouse, construction, electric and safety. Material included in the bottleneck quadrant are Imported MRO, laboratory, Imported Vitamin, Mineral and water treatment. Material are included in the non-critical quadrant are tools and stationary. Procurement Strategies and Action plans developed from each materials quadrant. Supplier relationship matrix divided the supplier of each material into four quadrants are mutual attractiveness, supplier’s attractiveness, buyer’s attractiveness, and lack of attractiveness. By integrating Kraljic matrix and supplier relationship matrix resulting 3 strategies are Strategic, Collaborative and transactional relationship, from three strategies develop 16 action plans. Gap analysis is used to compare the action plans with the existing condition. According to research result can be shown that Kraljic portfolio model and Supplier relationship matrix approach can be used together to identify the fit strategy and action plan for procurement process. PT. X is advised to carry out the action plan that has been recommended, especially in the action plan that indicates a gap from the results of the gap analysis
