Abstract
Kabupaten Jember memiliki potensi pariwisata yang khas, yaitu adanya keberagaman wisata budaya di Kecamatan Arjasa. Namun dalam pengembangan wisata budaya tersebut terdapat beberapa permasalahan. Kecamatan Arjasa memiliki banyak daya tarik wisata yang tersebar di beberapa desa, namun belum ada keterkaitan antar ODTW dalam hal pengembangan jalur wisata, belum terintegrasinya pengelolaan antar ODTW, dan penyediaan fasilitas serta sarana dan prasarana transportasi yang beberapa belum memadai. Terdapat ketimpangan jumlah kunjungan wisatawan khususnya pada ODTW yang lokasinya berdekatan. Dengan kondisi tersebut, maka diharapkan adanya konsep pengembangan wisata budaya terpadu ini dapat memecahkan permasalahan pengembangan wisata budaya di Kecamatan Arjasa.
Pendekatan yang digunakan adalah pendekatan rasionalistik dengan jenis penelitian kualitatif. Analisis deskriptif kualitatif dilakukan dalam menemukan kondisi empiris berdasarkan pengamatan di lapangan yang menghasilkan karakteristik, potensi, dan masalah keterpaduan wisata budaya di Kecamatan Arjasa. Analisis dilanjutkan dengan Content Analysis untuk menentukan variabel-variabel yang menjadi kriteria pengembangan pariwisata terpadu. Selanjutnya dari kriteria-kriteria tersebut dilakukan analisis penilaian kondisi pengembangan wisata budaya di Kecamatan Arjasa berdasarkan penilaian stakeholders dengan teknik skoring yaitu memberikan skor dengan rentang 1-4 pada setiap kriteria. Setelah didapatkan hasil evaluasi tingkat keterpaduan wisata, maka dilanjutkan analisis untuk merumuskan konsep pengembangan pariwisata budaya terpadu di Kecamatan Arjasa dengan metode analisis deskriptif kualitatif.
Karakteristik, potensi, dan masalah wisata budaya di Kecamatan Arjasa meliputi aspek daya tarik wisata, aksesibilitas, fasilitas, kelembagaan, dan promosi. Dari hasil analisis isi yang dilakukan, didapatkan lima (5) kriteria pengembangan wisata terpadu, yaitu Jaringan Internal, Jaringan Eksternal, Ketersediaan Sarana Transportasi, Ketersediaan Prasarana Transportasi, dan Keterlibatan Masyarakat. Selanjutnya berdasarkan analisis penilaian tingkat keterpaduan pengembangan wisata di Kecamatan Arjasa berdasarkan stakeholders didapatkan nilai tingkat keterpaduan wisata meliputi tiga (3) kriteria dengan nilai tinggi, yaitu Jaringan Internal, Jaringan Eksternal, dan Keterlibatan Masyarakat, satu (1) kriteria dengan nilai rendah yaitu Prasarana Transportasi, dan satu (1) kriteria dengan nilai sangat rendah yaitu Sarana Transportasi. Hasil dari analisis karakteristik, potensi, dan masalah wisata hingga penilaian tingkat keterpaduan menjadi input dalam merumuskan arahan pengembangan, sehingga dihasilkan arahan meliputi pengembangan wisata budaya pada integrasi aspek aksesibilitas, fisik, sumber daya manusia, promosi, dan koordinasi antar stakeholders.

Regency has a distinctive tourism potential, namely the diversity of cultural tourism in Arjasa District. However, in the development of cultural tourism there are several problems. Arjasa District has many tourist attractions scattered in several villages, but there is no linkage between ODTW in terms of developing tourist routes, management between ODTW, and the provision of facilities and transportation facilities and infrastructure that are inadequate. There is an imbalance in the number of tourist visits, especially in ODTWs that are located close together. With these conditions, it is expected that the concept of integrated cultural tourism development can solve the problems of cultural tourism development in Arjasa District.
The approach used is a rationalistic approach with a qualitative research type. Qualitative descriptive analysis was conducted in finding empirical conditions based on field observations that resulted in the characteristics, potential, and problems of cultural tourism integration in Arjasa District. The analysis was continued with Content Analysis to determine the variables that became the criteria for integrated tourism development. Furthermore, from these criteria, an analysis of the assessment of the condition of cultural tourism development in Arjasa District based on the assessment of stakeholders with scoring techniques, giving a score with a range of 1-4 on each criterion. After obtaining the results of the evaluation of the level of tourism integration, then the analysis continued to formulate the concept of integrated cultural tourism development in Arjasa District with qualitative descriptive analysis method.
The characteristics, potential, and problems of cultural tourism in Arjasa District include aspects of tourist attraction, accessibility, facilities, institutions, and promotion. From the results of the content analysis conducted, five (5) integrated tourism development criteria were obtained, namely Internal Network, External Network, Availability of Transportation Facilities, Availability of Transportation Infrastructure, and Community Involvement. Furthermore, based on the analysis of the assessment of the level of integrated tourism development in Arjasa District based on stakeholders, the value of the level of integrated tourism includes three (3) criteria with high scores, namely Internal Networks, External Networks, and Community Involvement, one (1) criterion with low scores, namely Transportation Infrastructure, and one (1) criterion with very low scores, namely Transportation Facilities. The results of the analysis of characteristics, potential, and problems of tourism to the assessment of the level of integration into input in formulating development directions, resulting in directions on the integration of aspects of accessibility, physical, human resources, promotion, and coordination between stakeholders.
