Abstract
Kota Surabaya memiliki lebih dari 93.000 titik PJU yang tersebar di seluruh kota, dan jumlah tersebut akan terus bertambah ke depannya. Banyaknya titik PJU tersebut tentunya memerlukan sistem manajemen yang baik, salah satunya dalam hal maintenance. Namun, dalam hal maintenance, 8 petugas lapangan di setiap ketujuh rayon yang ada dirasa belum dapat melakukan pekerjaannya secara optimal, disebabkan karena beberapa hal seperti ketercapaian KPI 1 x 24 jam setelah laporan masuk sering tidak tercapai, jadwal libur petugas lapangan yang kurang teratur, serta adanya hambatan-hambatan di lapangan sehingga membuat pekerjaan lapangan terhambat. Oleh karena itu, dilakukan analisis beban kerja menggunakan metode Stopwatch Time Study (STS), Work Sampling, yang dilanjutkan sampai mendapatkan nilai Full Time Equivalent (FTE), serta metode NASA-TLX, sebagai acuan dalam menghitung beban kerja dan kebutuhan sumber daya manusia. Analisis beban kerja tersebut dilakukan dengan cara melakukan pengamatan lapangan ke tujuh rayon yang ada, penyebaran kuesioner kepada 57 orang petugas lapangan terkait beban kerja mental berdasarkan metode NASA – TLX, dan juga wawancara serta diskusi bersama kepala-kepala rayon untuk menentukan performance rating, tingkat pengaruh hambatan lapangan terhadap waktu pekerjaan lapangan, serta validasi pengamatan lapangan. Hasil usulan yang didapatkan adalah keseluruhan rayon PJU Kota Surabaya memerlukan penambahan petugas lapangan untuk dapat menangani rata-rata pekerjaan di setiap bulannya. Kemudian, terkait beban kerja mental, rata-rata keseluruhan beban kerja mental para petugas lapangan adalah 88,58 yang tergolong “sangat tinggi”. Lalu, berdasarkan uji regresi dan uji korelasi, hambatan-hambatan lapangan memiliki pengaruh yang tidak terlalu signifikan terhadap waktu pekerjaan lapangan. Beberapa rekomendasi telah dituliskan untuk memperbaiki sistem kerja di Unit PJU Kota Surabaya serta mendukung rekomendasi re-alokasi petugas lapangan PJU Kota Surabaya.

Surabaya City has more than 93,000 PJU points spread throughout the city, and this number will continue to grow in the future. The number of PJU points certainly requires a good management system, one of which is in terms of maintenance. However, in terms of maintenance, 8 field officers in each of the seven existing rayons are deemed unable to do their job optimally, due to several things such as the achievement of the KPI 1 x 24 hours after the report comes in is often not achieved, the irregular holiday schedule of field officers, and the obstacles in the field that make field work hampered. Therefore, a workload analysis is carried out using the Stopwatch Time Study (STS) method, Work Sampling, which is continued until obtaining Full Time Equivalent (FTE) number, and the NASA-TLX method, as a reference in calculating workload and human resource requirements. The workload analysis was carried out by conducting field observations to seven existing rayons, distributing questionnaires to 57 field officers related to mental workload based on the NASA-TLX method, and also interviews and discussions with rayon heads to determine the performance rating, the level of influence of field obstacles on field work time, and validation of field observations. The results obtained are that all PJU rayons in Surabaya City require additional field officers to be able to handle the average work each month.. Then, regarding mental workload, the overall average mental workload of the field officers was 88.58 which is classified as "very high". Then, based on the regression test and correlation test, field obstacles have a not-so-significant influence on field work time. Several recommendations have been written to improve the work system in the PJU Unit of Surabaya City as well as to support the recommendation for reallocation of PJU field officers of Surabaya City.
