Abstract

Penggunaan electric vehicle (EV) merupakan salah satu solusi yang efektif dalam mengatasi permasalahan energi dan lingkungan pada sektor transportasi karena EV tidak menghasilkan polusi udara, sehingga dapat menjaga kualitas udara yang sehat. EV di Indonesia telah resmi diberlakukan sebagai kendaraan alternatif pada tahun 2019 dengan diterbitkannya Peraturan Presiden No. 55 Tahun 2019 tentang Percepatan Program Kendaraan Bermotor Listrik Berbasis Baterai untuk Transportasi Jalan. Dalam penelitian ini analisis terhadap kebijakan sistem program percepatan adopsi EV dilakukan dengan menggunakan pendekatan sistem dinamik. Dari model eksisting didapatkan bahwa adoption rate EV di Indonesia mencapai angka 74%. Setelah diketahui kondisi dari sistem eksisting, kemudian dilakukan simulasi berbagai alternatif skenario perbaikan dengan menggunakan software STELLA. Terdapat 3 skenario yang dilakukan dalam penlitian, yaitu: (1) penambahan besaran subsidi pembelian mobil listrik, (2) pemerataan persebaran SPKLU, dan (3) penambahan jangkauan baterai EV. Dari ketiga skenario yang dilakukan, diketahui bahwa waktu yang dibutuhkan Indonesia untuk beralih penuh dari kendaraan konvensional menuju EV adalah lebih dari 10 tahun. Kemudian dari 3 skenario tersebut, skenario pemerataan persebaran SPKLU menjadi skenario terbaik karena menghasilkan jumlah populasi EV yang paling tinggi dibandingkan dengan skenario lain. Maka dari itu, pemerintah Indonesia bisa lebih fokus untuk melakukan pemerataan persebaran SPKLU di seluruh Indonesia sebagai infrastruktur pendukung EV untuk meningkatkan adoption rate EV di Indonesia.

The use of electric vehicles (EV) is an effective solution in overcoming energy and environmental problems in the transportation sector because EVs do not produce air pollution, so they can maintain healthy air quality. EV in Indonesia has been officially enforced as an alternative vehicle in 2019 with the issuance of Presidential Regulation No. 55 of 2019 concerning the Acceleration of the Battery-Based Electric Motorized Vehicle Program for Road Transportation. In this study, an analysis of the system policy for the EV adoption acceleration program was carried out using a system dynamic approach. From the existing model, it is found that the EV adoption rate in Indonesia reaches 74%. After knowing the condition of the existing system, various alternative repair scenarios were simulated using STELLA software. There are 3 scenarios carried out in the research, namely: (1) increasing the amount of subsidies for purchasing electric cars, (2) equal distribution of charging station in every region and (3) increasing the range of EV batteries. From the three scenarios carried out, it is known that the time needed for Indonesia to fully switch from conventional vehicles to EVs is more than 10 years. Then of the 3 scenarios, the scenario of equal distribution of charging station in every region is the best scenario because it produces the highest number of EV populations compared to other scenarios. Therefore, the Indonesian government can focus more on equalizing the distribution of SPKLUs throughout Indonesia as an EV supporting infrastructure to increase the adoption rate of EVs in Indonesia.
