Abstract
Tujuan utama dibentuknya badan usaha adalah perolehan laba. PT X merupakan BUMD di bidang migas yang didirikan sebagai perwujudan kemandirian daerah dalam mengelola sumber daya regional. Saat ini PT X mengalami permasalahan berupa penurunan laba pada beberapa tahun terakhir akibat ketidakmampuannya menghadapi tantangan industri serta ketergantungannya pada anak usaha dan proyek pemerintah. Untuk mengatasinya, perusahaan membutuhkan strategi bisnis untuk meningkatkan competitive advantage perusahaan. Penelitian ini bertujuan merancang strategi PT X yang sesuai dengan kondisi internal dan eksternal serta menganalisis dampak rancangan strategi terhadap kinerja keuangan perusahaan. Perancangan strategi disesuaikan dengan David’s strategy formulation analytical framework yang mencakup tahap input stage, matching stage, dan decision stage. Sebelum merancang strategi, identifikasi kondisi internal dan eksternal dilakukan terlebih dahulu dengan analisis PESTEL, Porter’s Five Forces, dan 7S McKinsey. Dari identifikasi tersebut dihasilkan 6 kekuatan, 5 kelemahan, 6 peluang, dan 7 ancaman. Tahap input stage dilakukan dengan metode IFE Matrix yang menghasilkan total skor 2,76975 dan EFE Matrix dengan total skor 2,9645. Kemudian pada matching stage digunakan IE Matrix dengan hasil alternatif strategi market penetration dan product development serta TOWS Matrix yang menghasilkan 9 alternatif strategi. Penentuan strategi pada tahap decision stage dilakukan dengan metode Quantitative Strategic Planning Matrix (QSPM) dan menghasilkan strategi menjalin kerjasama dengan mitra potensial untuk pengembangan bidang usaha lain. Selanjutnya dilakukan proyeksi keuangan dengan moving average untuk mengetahui kondisi sebelum dan setelah dilaksanakannya strategi yang telah mempertimbangkan pendapatan serta biaya investasi dan operasional. Hasil proyeksi tersebut menjadi dasar untuk mengetahui dampak dari dilaksanakannya strategi melalui analisis rasio keuangan. Dengan analisis rasio tersebut, dihasilkan dampak yang relatif positif pada kinerja keuangan perusahaan yang mengindikasikan strategi ini layak untuk dilaksanakan PT X.

The main purpose of establishing a business entity is profit. PT X is a business entity in the form of BUMD in the oil and gas sector which was established as a form of realization of regional independence in managing regional resources. Currently PT X is experiencing a decline in performance with declining profits in recent years due to its inability to face industry challenges and its dependence on subsidiaries and government projects. To overcome these problems, the company plans to invest in increasing its profits through business strategies to increase the company's competitive advantage. This study aims to formulate a strategy for PT X that is in line with its internal and external conditions and analyze the impact of the strategy formulation on the company's financial performance. Strategy formulation is adjusted to David's strategy formulation analytical framework which includes input stage, matching stage, and decision stage. Identification of internal and external conditions is done first using PESTEL, Porter's Five Forces, and McKinsey's 7S analysis. The identification resulted in 6 strengths, 5 weaknesses, 6 opportunities, and 7 threats. The input stage was carried out using IFE Matrix method which resulted in a total score of 2.76975 and EFE Matrix with a total score of 2.9645. On the matching stage, the IE Matrix was used with the results of alternative market penetration and product development strategies. Besides, TOWS Matrix resulted in 9 alternative strategies. Strategy determination at the decision stage was carried out using the Quantitative Strategic Planning Matrix (QSPM) method and resulted in a strategy of collaborating with potential partners for the development of other business fields. Furthermore, financial projections were carried out with a moving average to determine the conditions before and after the implementation of strategies that have considered income and investment and operational costs. The projection results became the basis for knowing the impact of implementing the strategy through financial ratio analysis. Through the ratio analysis, a relatively positive impact on the company's financial performance was generated, indicating that this strategy is feasible for PT X to implement.
